The University of Wales: Trinity Saint David (hereafter known as the University or UWTSD) is seeking to appoint a Contractor for the provision of a Waste Management Service for its campuses based in Swansea. The Appointment will be made by a process of competitive tender. The contract will commence during August 2016 (date to be confirmed). The duration of the contract will be for 3 years with the possibility of extending for a further one or two years.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
As part of their Service Delivery Plan (SDP) submission the Contractor shall outline their approach to how their proposal shall improve the economic, social and environmental well - being of the Campuses, its staff and students. This should outline how the proposal fits with Welsh Government’s Sustainable Procurement objectives.
The Contractor must also include, as part of their SDP, a ‘Community Benefits Plan’ to detail how they will deliver community benefits through the Contract. The Community Benefits Plan will not be marked but must be submitted. The key deliverables of the Plan should include:
a) training and employment opportunities, including how they will work with the Campuses and other local schools and colleges to provide work experience or work placement opportunities;
b) opportunities to recruit and train long term economically inactive persons as part of the workforce delivering the contract;
c) opportunities to offer (apprenticeships/NVQs/H&S training/etc.) during the life of the contract;
d) maximising supply chain opportunities, for example Reuse, for SMEs including social enterprises, to bid for supply chain opportunities arising from the contract. It is expected that this will include advertising sub-contracting opportunities if applicable, on Sell2Wales and using the Welsh Government’s Supplier Development Service to hold “Meet the Buyer” events;
e) contribution to any community regeneration or environmental improvement schemes.
The Contractor will be required to identify any measures they will put in place to minimise and mitigate the adverse impacts of vehicle movements: including use of modern, efficient engine types; investigation of alternative fuel sources; and the optimising of routes to and from each Campus, where practicable.
