Abstract

The Welsh Government Warm Homes Programme, which currently includes the demand-led Nest and area-based Arbed schemes, supports work to tackle fuel poverty, improve the energy efficiency of the existing housing stock in Wales, reduce carbon emissions, and deliver jobs and growth in the energy efficiency sector. Schemes are designed to enable maximum funding to be levered from other sources, such as the Energy Company Obligation (ECO) and European funding. Working with the National Procurement Service, the Welsh Government wishes to procure the services for the following three frameworks: Lot 1: Area-based Scheme Manager (Arbed) Lot 2: Local Authority Area-based Scheme Manager (Arbed) Lot 3: Demand-led Scheme Manager (NEST) Arbed is focused on delivering area-based energy efficiency schemes. The current scheme manager contract for Nest is due to end in August 2017. The NPS will be tendering for a single scheme manager to deliver a successor all-Wales demand-led scheme.
