Abstract

Residences - Phase 1 The University intends to deliver up to 700 student residences (the Project) to supplement its current offering of circa 5500. The Proposed Project delivery sites are currently the subject of a feasibility study with a final recommendation decision imminent. The University's requirement which is divided into two lots, is to appoint for a term of up to 3 years: 1. a suitability qualified project manager (lot 1) to run the Project on a day to day basis on behalf of and subject to the University's Project Board terms of reference and 2. a suitably qualified organisation to provide quantity surveying (QS) services (Lot 2) to the University in relation to the Project including providing support to the appointed project manager and other team members to facilitate successful delivery of the Project. Phase 1 Residences - Project Manager

The Project Manager’s prime responsibility will be to ensure that the Project delivers the University's required outcomes in terms of inter alia standard of quality, benefits, timetable and cost constraints.

Cardiff University is conducting a separate procurement exercise to select a multi-discipline design team for the Project. The Project Manager will act as sole consultant and will be required to enter into contracts to appoint the quantity surveyor and each member of the multi-discipline design team selected by the University.

Phase 1 Residences - Quantity Surveyor

The QS will be required to provide quantity surveying services as determined by the Cardiff University Capital Projects Manual (CPM), and support the Project Manager and other team members to achieve the teams deliverables.

The appointed QS will be required to assist the project manager who is responsible for submission of documents and deliverables to the Project Board, by completing for example, certain sections and so forth of reports and similar documents.

The Project Manager will act as sole consultant and will be required to enter into contracts to appoint the QS and each member of the multi-discipline design team selected by the University.

An Industry Open day will be held on 13th January 2017 11:00 - 13:00. A maximum of two people from each bidder organisation are permitted to attend. Further details are set out with the ITT documents.

All tender costs and liabilities incurred by Bidders shall be the sole responsibility of Bidders.

The University reserves the right to award the contract in whole or part.

The University reserves the right to annul the tendering process and not award any contract.

Bidders should note that they will be required to enter into the terms and conditions of contract as set out in the ITT and save for matters of clarification or consistency the University will not negotiate the terms.

1. Cardiff University as an employer, is committed to paying all employees not less than the Living Wage, as set annually by the Living Wage Foundation.

2. It is Cardiff University's preference for the Contractor to pay all employees who are employed by the Contractor to perform services pursuant to this agreement not less than the Living Wage, as set annually by the Living Wage Foundation.

3. If the Contractor sub-contracts all or part of the provision of the Services to a sub contractor the Contractor shall request that any sub-contractor adheres to clause 2.
