II.2.4) Description of the procurement

Cardiff and Vale College issue this PIN in relation to ‘The provision of cleaning and janitorial services to Eastern High Community Campus facility’.

The successful provider will be required to clean the facility site daily incorporating janitorial and reactive cleaning services throughout the campus day.

A high level of cleaning service must be delivered to suit the operation of the business and the provision of emergency out of hours support when required.

If awarded, this is a new contract that is scheduled to commence at the start of 2nd Jan 2017 for a period of four years, with the option to extend for a further one year solely at the discretion of the authority.

The service required will involve a comprehensive cleaning service including routine and non-routine internal cleaning, plus some specific external cleaning.

The contract will be a fixed cost contract against the specification provided and as an indication of contract size, the total internal space for cleaning purposes is approx. 11,500 m².

The contract/s will be awarded as one contract for this location. For the purposes of this exercise, throughout the remainder of this document, all references to contract and/or contractor should be read as including one single contract or contractor.

Cardiff & Vale College and Eastern High School wishes to be proud of its outsourced cleaning services which must reflect the high standard of education provided as its core activity. They are looking for a contractor that can excel in this particular type of environment and can provide the flexibility required taking into account the different demands of term-time, non-term-time and seasonality as well as the wide variety of building types, finishes and uses that make up the Community campus.

Experience of similar education-based and large operations is key to Cardiff & Vale College and Eastern High School as is the requirement to be flexible as developments within the new campus that may take place.

IV.1) Description

IV.1.1) Type of procedure

Restricted procedure - Accelerated procedure

Justification:

The tender process to be conducted includes a large number of internal stakeholders across a number of public sector organisations, with multiple layers of authorization required for project sign off. The contract commencement also needs to tie in with the projected building completion date, which is subject to change.

Therefore, the College requires shorter timescales to be able to:

- Mobilize all internal stakeholders

- Plan the internal tender award processes

- Achieve the required authorization

- Allow bidders appropriate time to mobilize and action there delivery plans prior to contract commencement.

; all before the project build completion date, in a period of time whereby 2 of the organisations included within the process are undergoing their Summer Break.
