II.2.4) Description of the procurement
Grwp Llandrillo-Menai is the largest Further Education College in Wales, and is one of the largest in the UK. The Grwp has 7 main Campuses plus a further 7 lesser sites across 4 of the 6 Counties in North Wales (4 = Conwy, Denbighshire, Gwynedd & Anglesey) an area of approximately 2,024 square miles - a quarter of the land surface of Wales.
The Grwp was formed in 2012, and a period of internal consolidation followed. A significant and exciting capital programme has also been developed, and the Grwp has begun the process of delivering a range of ambitious projects.
In order to re-shape the Grwp’s teaching facilities to deliver the modern technical & vocational skills that are necessary to support the development of the economy of North Wales in the 21st Century, the Grwp has already taken the first enabling step, by very recently forming a large construction contracts framework – for works up to GBP 20,000,000 as well as a smaller construction framework for works for between GBP 500,000 and GBP 2,000,000 value - which will enable a number of larger building contracts (typically of around GBP 6,000,000 to GBP 14,000,000) to be tendered and built, over the coming years.
The first of these larger projects which is currently underway is the construction of a state-of-the-art new 4,621m2 Engineering Centre, which was tendered to the large contracts framework recently.
The purpose of this invitation, is to now create an infrastructure framework to support these strategic projects as well as other stand-alone infrastructure projects – the framework is to be let in 3 separate project value lots (GBP 50,000 – GBP 150,000, GBP 150,000 – GBP 500,000 and GBP 500,000 to GBP 1,800,000) which will ensure the Grwp can achieve best value for money on these various schemes, and will also help the Grwp to further encourage participation from medium and larger sized construction businesses across North Wales.
The framework will also need to be delivered as part of the capital development programme, over the same period, at various Campus locations.
