Abstract

The Welsh Government wishes to commission an organisation or organisations to develop and deliver a Further Education (FE) Resilience Programme that will support and challenge the Welsh FE sector. The programme will consist of a two part approach consisting of Individual ‘focussed’ reviews of each institution; alongside sector-wide support based on the outcome of the reviews. The Welsh Government wishes to commission an organisation or organisations to develop and deliver a Further Education (FE) Resilience Programme that will support and challenge the Welsh FE sector. The programme will consist of a two part approach consisting of Individual ‘focussed’ reviews of each institution; alongside sector-wide support based on the outcome of the reviews. The programme will focus on three key areas of leadership (including governance and management); financial sustainability; and employer responsiveness. The overall requirement includes:

A review of each institution’s self assessment to identify requirements and emerging common themes.

Identify a proposed approach for the review process to be piloted with two Further Education Institutions (FEIs).

The production of an evaluation summary of the process.

Conduct the review process with the remaining institutions.

The production of a final evaluation report and preparation of a bilingual best practice guide for the sector.

Identify further training needs to addressed through the existing Leading Wales contract and;

The allocation of ‘call off’ days for sector wide support based on the outcomes of the reviews.

Therefore the relevant skills and expertise required include leadership and change management, in-depth knowledge of the FE sector, communication and analysing information, stakeholder management/partnership working, influence and persuasion, adherence to the Welsh language standards and the production of high quality reports delivered within specified time-frames.

Please note that tender responses to this opportunity were evaluated on the following criteria:

1.Supplier should demonstrate that they can provide a
project team of the highest calibre, holding the relevant
knowledge and understanding of the FE sector. The response
should evidence knowledge of leadership, financial
sustainability and employer responsiveness. Evidence
should also be provided of particular expertise in
organising and developing events, providing training and
developing guidance and resources on the scale required
for this project. 30%

2.Outline an innovative approach to delivering this project
in line with the required timeframe and standards. Specify
how you will engage effectively with the sector and
demonstrate how a flexible tailored approach will be
applied for each institution. 30%

3.Cost as detailed in the price schedule (including project
members, call off daily rate, translation, travel and
subsistence etc) 30%

4.Ability to meet the requirements of the Welsh language
standards (tenderers should show specifically how they
will meet the standards set out in this specification).10%
