Newport City Council (hereinafter the Council) commissions domiciliary care services that enable service users to continue to live as independently as possible with support in their own home. This service provides an outcome focussed model of support which allows service users to maximise opportunities for independence, choice and control over their own lives in line with the Social Services and Well Being (Wales) Act 2014.
The Council's invites providers to tender for approximately 2,000 hours per week of domiciliary care (four Lots of 500 hours per week) and 200 hours per week of domiciliary care in sheltered accommodation (one Lot). Providers can bid for a maximum of three lots. Further details can be found in the tender document which can be accessed via etenderwales, ITT_60656.
For the avoidance of doubt this procurement falls under the Light Touch Regime and as such is governed by Regulations 74-77.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
The Council wishes to maximise the benefits of securing employment and training opportunities for residents, referred to as Targeted Recruitment and Training (TR&T), through its procurement activity across works, goods/services, both through capital investment and revenue.
The Council is committed to using its regeneration strategy to create opportunities for local residents and long-term economically inactive people to move into sustainable employment, with the support of departments within the authority such as Work Based Learning Academy (WBLA) and wider partners.
It is the Council’s intention that the delivery of this contract assists in the achievement of its policies on sustainable development, economic and social regeneration through Community Benefit. Accordingly, successful providers are required to deliver Community Benefits (targeted recruitment and training TR&T). The providers appointed will be expected to work with the Council’s WBLA; the WBLA will offer strategic, operational, administrative and logistical support in the delivery of Community Benefit and coordinate the work with the providers and support agencies, who work directly with clients that are economically inactive (Communities First, Job Centre Plus, Y-Prentice etc.) this list is not exhaustive.
