Abstract

Ideas: People: Places is an Arts Council of Wales 3 year national scheme of arts led regeneration taking place in 7 locations across Wales. The overall aim of Ideas: People: Places has been to embed the arts in a genuine and meaningful way into a number of imaginative, ambitious and innovative regeneration projects. IPP has enabled artistic practice to challenge a conventional sense of regeneration, architecture and design to influence the way that community space and local development is planned and managed. For links to the 7 IPP projects go to http://www.arts.wales/arts-in-wales/ideas-people-places The programme which began in 2014 is now moving towards the end with projects ending between February - July 2018. We’re looking to work with a filmmaker, filmmaking team or video production company for the remainder of the project (from February to August 2018) to capture the essence and learning of Ideas: People: Places. The process will be one of collaboration working with Arts Council of Wales and the IPP community to decide which content to capture and which themes to focus on. There are three distinct strands of work within this: - Working with projects to access exisiting film footage and photography of past activity (subject to quality of footage, permissions etc). Edit material to create a film archive of IPP and when possible draw from and use this footage in your filmmaking. - Follow the journey of IPP in it’s final 6 months, capturing key activities, lessons learnt and conducting interviews to produce a short film of 3-5 minutes. - Drawing from archives and your own footage, create a series of 10-15 case studies/thematic/interview film pieces. We’re looking for a filmmaker/filmmakers who can offer creative suggestions about how best to capture and share the different elements of our programme digitally. We would like the films to be high quality, exploratory, playful and engaging and we are interested in imaginative approaches to the standard short form documentary style (advocacy) film format. We envisage the main audience for films made to be professional networks within the areas of the arts, place-making and regeneration and higher level policy makers in local and national government. Videos produced as part of the funded work should be suitable for presentation on the Arts Council of Wales website, Vimeo, Facebook, Twitter and other social media platforms and for use in public presentations. All videos should be optimised for mobile viewing. Welsh Language and Accessibility The main film must be bilingual or be available in English and Welsh versions. All content must adhere to the Arts Council of Wales Welsh Language Policy - a copy of which is attached under the "Additional Documents" section for information. The ability to work bilingually is highly desirable, although not essential for this role. Q. We recently saw your call out for filmmakers on the project Ideas: People: Places and just wanted to check with you about the DBS. Do we need to complete a DBS for this particular job or will we need to provide our own "basic check" which is the limit of what we're eligible to apply for?

A. We can confirm that although you will need a DBS accreditation it does not need to be specific to this project.

Q. I’m currently going through the process for a DBS check, but I’m worried it might not be ready in time for the application closing date. Does the DBS need to be submitted with the application form? If the check hasn’t come back in time, would it be possible to show that I’m currently having the DBS check completed and it will be ready in time for the project start date on 12th February 2018?

A. It would be necessary to have the DBS accreditation in place at the application stage.


Q. My public liability Insurance will need renewing during the project, it will be renewed at the appropriate time so there is no lapse in insurance but would this cause an issue towards my application?

A. There would be no issue as long as your public liability insurance is in place at the application stage and throughout the duration of the project.


Q. Is the project specifically located across North Wales or will filming be required across locations in Wales as a whole?

A. As all the Ideas People Places projects are based across Wales, filming would be required to take place across the whole of Wales.

Q. We understand you will require 3 elements to the project. Firstly to provide content from pre-existing film footage. Will we be able to access this footage via the IPP community or will we need to source this ourselves? Would this film archive be a stand-alone film or feature as part of the 3-5 minute documentary on the final 6 months of the scheme?

A. You will be able to access any footage available through the individual projects (and use subject to accreditation) and we anticipate that new footage would be generated as a result of the contract. We imagined that the archive footage would be used as part of the package of films to illustrate themes or outcomes.

Q. Secondly, we will be documenting the final 6 months of the project. Do you know whether all 7 locations of the regeneration scheme will need to be featured or have events that need covering individually? How many activities/events would we need to capture in that period of time?

A. Ideally we would like to see all 7 projects featured but we recognise it will be dependent on logistics, time and budget.

Q. Thirdly, how long might each case study need to be as there are 10-15 case studies required? Would you like these case studies to focus on each individual regeneration project? Or IPP as a whole?

A. We are not prescriptive about this but we want several short social media/presentation friendly films that represent the outcomes of the programme and give a flavour of the learning as this is what they will be used for. We don’t anticipate that any of the content generated should be more than 3-5 minutes long. We would be happy for the content of each to be different in style or theme if it helps highlight the outcomes.

Q. Would all members of the crew require a DBS accreditation or only those that would be in one on one situation with contributors?

A. A standard DBS accreditation would be required for all members of the crew who are involved with filming. We don’t anticipate that filming would take place in a one on one situation.
