Description of the goods or services required
We are seeking to appoint a contractor to provide ongoing monitoring and evaluation services in relation to the THE DECARBONISATION AND COVID RECOVERY FUND. This is an innovative scheme funded by the Welsh Government Food Division and delivered by Menter a Busnes.
The aim of the fund is to finance collaborative projects that can deliver innovative solutions in relation to the decarbonisation agenda, whilst aiding the recovery of the Welsh food and drink sector which has been adversely affected by the pandemic.
The project is guided and will need to contribute towards the following strategic and thematic objectives:
- To help deliver the vision of Food & Drink Wales which is - ‘To create a strong and vibrant Welsh food and drink sector with a global reputation for excellence, having one of the most environmentally and socially responsible supply chains in the world’.
- Welsh food and drink is a priority sector for the Welsh Government. Our previous action plan ‘Towards Sustainable Growth’ succeeded to meet its key main objective, which was to grow the food and drink industry to the value of over £7bn by the year 2020.
- The current pandemic has affected the lives of many of our people and threatens the future of many of our businesses who are fighting for survival. The Welsh Government, under the guidance of the Food & Drink Wales Industry Board and key stakeholders has taken action in supporting all businesses immediately affected by the pandemic. - The challenge fund has been established as a direct response to EU transition and Covid recovery strategic route maps, to drive additional growth in the UK and key export markets.
All project proposals for the Decarbonisation and Covid Challenge Fund must demonstrate innovations in one or more of the following areas:
● Energy Solutions
● Carbon Capture
● Net Carbon
● Logistics Decarbonisations
● Green Growth through BCORP principles
● UK and Export Trade Brand Development
● AI in sustainability into the Food Supply chain.
In addition, applicants must also demonstrate how their project will:
● Promote and develop a growing and vibrant food and drink sector in Wales;
● Develop innovation in a collaborative network;
● Commit to the Well-Being of Future Generations (Wales) Act 2015.
The contractor will be required to deliver three distinct work packages which are outlined below. It is anticipated that there will need to be high levels of input between September - December 2021 as the project gets underway and systems are developed:
Establishing a Baseline & Monitoring Activities: Develop our monitoring and reporting systems
Mid Term Evaluation: achievements against objectives & outputs
Final Evaluation: If there is evidence of need how future Challenge Funds should be developed and sustained
