The Client had previously commissioned works to the property. The Health & Safety File together with Asbestos Survey details, are to be forwarded by e-mail. The Vale of Glamorgan Grant Agency has prepared a Designer’s Duties: Risk Assessment which is contained within this Pre Construction Information. The identified significant hazards are as outlined below: The hazards identified by the designer’s’ are as follows: Works to be carried out under controlled Covid 19 method statement. Possible asbestos and other hazardous materials. (method statement) Construction work/demolition/stripping out operations within an existing occupied property. (method statement) Hazards to operatives which cannot be avoided: Existing site ground conditions and services within site. Alteration works to an existing building. (Method Statement) Instability/collapse Struck by moving /falling object. Confined Spaces. Falls from height. Electricity/ Incoming mains services; gas, electricity, water etc. Movement of materials/plant/equipment/vehicles in and around the site. Restricted work space Movement of operatives/pedestrian routes in and around the site. Restricted work Specific design solutions during fabrication ~ working adjacent to existing occupied properties. (Method Statement) Dust/Airborne hazards/Fibres. Restricted work space/ Protection of Public Fire/Fumes. /Restricted work space/ Protection of Public Manual handling of materials. Mechanical Handling. The use of scaffolding during erection. Hazards as identified in the Preliminaries & General Conditions: Security/ Safety/Protection Hazards to public which cannot be avoided: Protection of adjoining occupied houses and site boundaries. Restricted work space/Protection of Public Dust/Airborne hazards/Fibres. Restricted work space/Protection of Public Fire/Fumes. Restricted work /Protection of Public Noise. Protection of Public Traffic Routes/Site Access/Egress. Restricted work space/Protection of Public. Struck from falling objects. Tree felling Principles of design and solutions: To undertake the works with the least disturbance to the residents of the housing area. To maintain the structural integrity of the existing structure during the alteration works. Compliance with Technical Standards/Clients Design Brief/Tender Documentation. Compliance with Local Authority Planning & Building Control conditions. Specification of components to reduce hazards during future maintenance/use. Compliance with the Asbestos (Licensing) Regulations 1983 (as amended 1998) & Control of Asbestos at Work Regulations 1987. Compliance with The Control of Asbestos Regulations 2006. Compliance with ‘Health & Safety in Roof Work’. (HSE Publication ISBN no. 01 7176 1425 5) Compliance with ‘Health & Safety in Construction’. (HSE Publication ISBN no. 01 7176 1143 4) Certified inspection of all scaffolding/plant/equipment during construction. 5. CONSTRUCTION MATERIALS: The Specification/Design/Tender Documentation have been taken from the Client’s Brief and consideration of all specified materials have been taken to minimise the risks to Health & Safety: However, the Principal Contractor’s attention is specifically drawn to the instructions which are issued by the manufacturer under the Control of Substances Hazardous to Health Regulations for use and storage. Health hazards from materials which cannot be avoided: Refer to: Confined Spaces - refer to HSE GS5 Entry into confined spaces & The Control of Substances Hazardous to Health Regulations 1994. Excavations - refer to HSE HS(G) 47 Avoiding danger from underground services & HSE CIS8 (revised) Safety in excavations. 6. SITE-WIDE ELEMENTS: The following to be implemented by the Principal Contractor having taken all necessary measures to minimise the risks to Health & Safety, in consultation with the ‘Principal Designer’ during the pre-construction phase: Protection of the public together with the protection of the existing structure and adjoining houses. Take all necessary precautions to prevent either danger or nuisance from smoke, dust, rubbish or any other causes. Prevent work from becoming wet or damp where this may cause damage. Remove rubbish, debris and surplus material regularly and keep the site clean and tidy and free of trips, slips and fall hazards. All items removed from site are to be disposed of at a registered landfill site. Any potential hazardous materials encountered must be brought to the attention of both the Contract Administrator and the Client/Principal Designer. The Principal Contractor will prepare/provide the ‘Amended’ Health & Safety File information with a submission to the Client for consideration and approval before the final submission to the Client/Contract Administrator. Procedures for consideration of the Health & Safety implications of design elements of the principal contractor’s/other contractor’s packages will be discussed with the ‘Principal Contractor/Principal Designer, as appropriate and amendment to the Health & Safety Plan ‘approved’ prior to the execution of that element. Procedures for dealing with unforeseen eventualities during project execution resulting in substantial design change will be discussed & resolved as above. The Pre Construction Information is a record of consideration of hazards, precautions, procedures and information for all the ‘parties involved with the construction’ of a project which focuses on Health & Safety. It is the Principal Contractors responsibility to have studied the Pre Construction Information and to develop a Construction Phase ‘Plan’ with a submission to the client, for approval, to include method statements and risk assessments. The Principal Contractors’ ‘Construction Phase’ Health & Safety Plan will act to demonstrate the required standards set for the project in accordance with the CDM 2015 Regulations during the construction period.
