CONSTRUCTION MATERIALS: The Specification/Design/Tender Documentation have been taken from the Clients Brief and consideration of all specified materials have been taken to minimise the risks to Health & Safety: However, the Principal Contractors attention is specifically drawn to the instructions which are issued by the manufacturer under the Control of Substances Hazardous to Health Regulations for use and storage. Health hazards from materials which cannot be avoided: Refer to: Confined Spaces - refer to HSE GS5 Entry into confined spaces & The Control of Substances Hazardous to Health Regulations 1994. SITE-WIDE ELEMENTS: The following to be implemented by the Principal Contractor having taken all necessary measures to minimise the risks to Health & Safety, in consultation with the Principal Designer during the pre-construction phase: Protection of the public together with the protection of the existing structure and adjoining houses. Protection of site boundaries, especially from inquisitive school children. Consideration of the adjoining residents and occupied properties. Positioning of site access and egress. Location of temporary site accommodation. Location of unloading, layout and storage areas. Traffic/pedestrian routes/contractors vehicles. Requirements/restrictions/regulations associated with working near the public highway. 7. OVERLAP WITH CLIENTS UNDERTAKING: The dwelling will be occupied during construction. 8. SITE RULES: Procedures to be established within the Principal Contractors Health & Safety Plan. The Clients Site Rules are as follows: The conditions for Health & Safety as detailed in the Health & Safety in Construction (HSE Publication ISBN no. 01 7176 1143 4) & Health & Safety in Roof Work (HSE Publication ISBN no. 01 7176 1425 5) will be the minimum standards to which the execution of the works will be undertaken. Take all necessary precautions to prevent either danger or nuisance from smoke, dust, rubbish or any other causes. Prevent work from becoming wet or damp where this may cause damage. Remove rubbish, debris and surplus material regularly and keep the site clean and tidy and free of trips, slips and fall hazards. All items removed from site are to be disposed of at a registered landfill site. Any potential hazardous materials encountered must be brought to the attention of both the Contract Administrator and the Client/Principal Designer. The Principal Contractor is to maintain all existing entrances to the site and adjoining buildings during the execution of the works. Working hours are between 0800 hours and 1630 hours Monday to Friday Burning of materials arising from the work will not be permitted. The Principal Contractor is to ensure that the work area/site is secure and safe at the end of each working day. Parking of contractors and employers vehicles will be restricted to areas that will allow free access to parking. 9. CONTINUING LIAISON: The Principal Contractor will be required to provide the following: It is a requirement that the Principal Contractor implements an effective management system by which the requisite information is provided for inclusion in the Amended Health and Safety File, namely:- Location Details Manufacturers current literature relating to new specialist installations used in the works. Manufacturers other technical literature, to include Hazard Data Information. Maintenance schedule. Record Drawings: (1:50 scale) with pipe/cable/service runs indicated. (Two paper copies). Operating and Maintenance manuals, amended as appropriate.. Maintenance instructions and guarantees on warrantees. 2. Full method statements are required, for the risk control of the following: Alteration works within an existing building. Removal or containment of ACMs as identified in the Survey/Report, as appropriate. Protection of site boundaries, especially from inquisitive children. Movement of materials/plant/equipment/vehicles in and around site. Protection of public from dust/noise/fumes. Provision of security and safety measures during each working day. Together with those hazards previously identified in Section 4, which should either be contained in the Principal Contractor Company Health & Safety Policy or be addressed as a method statement, prior to commencement i.e. : Hazards to operatives which cannot be avoided. All information for the Amended Health & Safety File from the Principal Contractor will be provided two weeks before the hand-over of the project, i.e. before Practical Completion. The Principal Contractor will prepare/provide the Amended Health & Safety File information with a submission to the Client for consideration and approval before the final submission to the Client/Contract Administrator. Procedures for consideration of the Health & Safety implications of design elements of the principal contractors/other contractors packages will be discussed with the Principal Contractor/Principal Designer, as appropriate and amendment to the Health & Safety Plan approved prior to the execution of that element. Procedures for dealing with unforeseen eventualities during project execution resulting in substantial design change will be discussed & resolved as above. The Pre Construction Information is a record of consideration of hazards, precautions, procedures and information for all the parties involved with the construction of a project which focuses on Health & Safety.
