Flexibility and additional services or transformation  PAGEREF _Toc434332761 \h 4  Overview of project Isle of Anglesey County Council is looking to appoint a suitable consultant to explore the delivery of School Streets across the county, having been awarded grant funding from the Welsh Government through its Safe Routes in Communities Grant. School Street can be defined as a road outside a school with a restriction on motorised traffic at the start and end of the school day. School Street schemes may cover part of a road, a whole road or even several roads near a school. Restrictions on motor vehicles operate every weekday throughout the school year (they are not one-off road closure events). Motor vehicles are not permitted to enter the School Street during its hours of operation at drop off and pick up times unless they have been granted an exemption. A feasibility study is required to consider all schools on the Isle and if any would be suitable for School Street status. The main aim of the project is to provide the local authority with a forward programme of works to improve road safety and encourage active travel at the countys schools. This project will help the IOACC to identify which schools would be possible in the short, medium and long term as a School Street as well as considering those schools where School Streets are not feasible for infrastructural or service reasons but can be considered for a development program under the Safe Routes in Community scheme / encourage active travel to school. Please note that the grant, and therefore budget for this project is 50,000 for this service. 2) Service requirements The purpose of this scheme would be to invite suitable consultants to provide a quotation to undertake an eligibility study regarding Schools Street Initiative at each school site on the Isle. The proposed study would mean reviewing 44 schools on the Island. The aim of this work, if successful, would be: 1) Carry out an eligibility study on all schools on the Isle to determine a list of schools where it would be realistic and effective to implement a School Street. This would include developing a set criteria to rank in order the preferred Schools that would benefit from the School Street initiative or that would be categorized as not meeting the criteria. 2) Establishing and developing plans to implement School Street initiative at schools deemed appropriate from the eligibility study and include the required interventions to successfully establish a School Street. A report to rank all eligible schools accompanied by detailed plans should be submitted to the IAOCC providing a detailed overview of the entire project, highlighting the major outcomes, costs and conclusions/recommendations. 3) To trial a temporary School Street initiative at one location (following the approval from the preferred School, Education Department and Highways Authority) during Q4 of 24/25. 4) Carry out an assessment on all schools to consider if a School Street or Safer Route to Community would provide the most effective solution as a safer road safety measure. Should the Safer Route to Community be the most effective road safety solution, the consultant to provide a high-level design of the preferred route to link the school safely within communities, (i.e. to encourage walking and cycling for short journeys and between facilities such as schools, community halls, residential areas, health centres, sports and leisure centres, public transport facilities, and local shopping areas). It would be prudent to rank the schools in priority order that requires intervention for road safety purposes. To undertake this eligibility study, we would require a consultant to undertake a visit to each school located on the Isle of Anglesey. A minimum of two school per day would be beneficial to be reviewed as the current modes of travelling would require assessing. The IOACC would therefore expect the on-site assessments to be completed over the course of 22 days. The outcomes of these assessments will then allow the IOACC to determine which schools (if any) can be identified regarding proceeding with works surrounding School Streets initiative. The eligibility study would give us an analysis of which Primary and Secondary schools would be achievable in implementing School Street status. If successful in identifying schools which meets the school criteria, we would establish plans to implement School Street initiative at schools deemed appropriate from the eligibility study. The end goal of this project would be to identify schools and establishing plans which would be introduced as a school street, resulting in restricted access to vehicles at school drop-off and pick-up points/times and enabling pupils and parents/guardians to walk (cycle/scoot) to school safely. Additionally, it would identify a potential project to: Increase the % of pupils/parents/guardians walking/cycling/scooting to their school setting Improve air quality, pupils health and environment for walking/cycling/scooting to and from schools Reduce the current dangers and risks surrounding schools categorised as very high/high status The scheme would give us a baseline data on pupil numbers travelling to/from schools and the study will identify which locations can achieve school street status, with the target of at least one school being considered on the basis of the necessary options resulting from the eligibility study. Mobilisation and timing 3.1 The funding for this grant relates to the period 01 April 2024 to 31 March 2025 and must be claimed in full by 31 March 2025. Any unclaimed part of the funding will cease to be available to the Local Authority. All funding of this grant must be spent within the 2024-25 financial year in which no carryover will be permitted. Therefore, we would expect the winning tenderer to deliver the project by 31st March 2025. 3.2 We would expect the winning bidder to contact the LA to discuss their programme of works and provide information on how they will contact each school and arrange a visit. Management information and governance 4.1 We would expect a meeting with the winning bidder to discuss their implementation and schedule in ensuring that all products will be delivered by the deadline set. We would also require regular contact with the winning bidder to see how the programme of works is going. Constraints and dependencies 5.1 It is imperative that the program of works is delivered and completed as part of the tender bid by 31st March 2025. This must be ensured as the funding for this grant relates to the 2024-25 financial year. The Authority will not reimburse any costs incurred by contractors in responding to this tender request.
