Background Henblas Primary School is looking to provide onsite childcare which is in accordance with the Local Authority Education Departments strategy. The childcare will be accessible to parents in a designated purpose built building and of the highest quality for the children who attend. We are looking for a seamless childcare service from 8:15 a.m. to an after school up until 6:00 p.m. and including holiday provision, with early years education being provided for 3 4 year olds, and the capacity to offer the funded 30 hours childcare scheme provided by the Welsh Government. Services to be delivered The Schools Governing Body is inviting applications from suitably qualified organisations to deliver the following services from Henblas primary school site commencing after the Easter holidays 2022 for an initial period of 3 years, with a further 2 years after a formal review: Nursery provision 16 places minimum to a maximum of 22, aged between 2 and 4 from 8:15am for 39 weeks of the year. After school provision childcare care operating until 6:00 as a seamless provision for 39 weeks of the year. A holiday club operating for 9 weeks, which will include February, May and October half terms, Easter holidays (2 weeks) and 4 weeks of the Summer holiday period. Method of Application Interested organisations can apply to provide the above services by submitting a Business Plan (template available), and a Financial Plan setting out how they will make the provision financially viable. Delivery following Easter holiday 2022, or as soon as possible thereafter. The successful applicant will be required to enter into: A Lease or similar document with the Isle of Anglesey County Council for the part of the School Premises from which the childcare will be delivered and associated costs for the lease of the room/s. An Agreement with the Governing Body setting out the services to be delivered and the standards of service required. The provider will need to ensure adequate cover for internal content, public liability and employer liability. Applications will be assessed by a panel of Local Authority representatives from Education and Procurement Department including the Family Support Unit against the following criteria:- Capability of prospective provider to deliver high quality services; Experience of carrying out similar services/ background of individuals involved; Plans to ensure that childcare meets local needs and is flexible and inclusive; Soundness of management and business structures; Willingness and ability to integrate with the School and community services; Sustainability of financial and business models for a minimum period of 5 years in accordance with a Welsh Government grant. ELIGIBILITY FOR BIDDERS In order to be eligible to apply for a contract, a Provider must meet the following requirements: It will hold Care Inspectorate Wales (CIW) Registration for the care of relevant age children following Summer holidays 2022 or be working towards it, and registered fully/all issues addressed by December 2022. The Provider should consider in its business plan how it can provide a service to children within the catchment of the school who are unable to travel by car or bus to the provision. Early Education Entitlement - 10 hours All Anglesey children are entitled to 10 hours of Early Education, the term following their third birthday. Early Education is available in the Spring and Summer terms only. If parents are eligible to claim the Government's 30 hour offer, this 10 hour entitlement forms the educational element of the 30 hour offer. To be eligible the child must be aged 3 prior to the term they are due to start and be resident in Anglesey County. Childcare Offer Wales We want the childcare offer to be as clear and easy to access as possible. The co-location of childcare services on school sites makes that possible for working parents. Working parents will receive a combined total of 30 hours of early education and childcare during term time. Foundation Phase" Foundation Phasewill form part of this offer. For 9 weeks of the year, outside of term time, parents will receive 30 hours per week of childcare. Giving children the best start We are committed to giving our youngest children the best possible start in education through high quality learning experiences. Children accessing early education will learn through play in line with the Foundation Phase curriculum. Research indicates that children who access Funded Early Education at three years go on to achieve higher outcomes at the end of the Foundation Phase and at the end of year 6 than those who dont take up the offer. Benefits of Funded Early Education include: learning new skills speaking Welsh or learning to speak Welsh growing in confidence finding out and problem solving exploring and using technology developing independence developing creativity and imagination making friends having lots of fun indoors and outdoors. Settings that provide Early Years Entitlement funding from the local authority must: Must have appropriately qualified staff Will be inspected by ESTYN and CIW Must provide the stated sessions Receive regular training and put the training into action Will have the support of an early Years Advisory Teacher and will need to adhere and implement their recommendations. Must provide Welsh medium service All staff must be able to speak Welsh Early Years providers will need to adhere to the following criteria: Providers must be registered with the Care Inspectorate for Wales (CIW); Providers will need to register with CIW to provide care for children aged 2 and provide confirmation before the service can commence; Providers must have policies for providing care for children aged 2, e.g. changing nappies, behavior, safeguarding, children with additional learning needs etc; Providers are to offer 2 hours per day, Monday to Friday or 2.5 hours per day Monday to Thursday; Provision is to be available for 39 weeks per year; Providers will need to register all early years children with the Education department upon starting each term; Providers will be required to keep a register of attendance for each child and have a policy in place to promote regular attendance/ processes to identify and address poor attendance; Providers will be required to comply fully with the County Council's Education Welsh Language Policy. Childcare provision: Providers must be registered for children aged 2 12 with the Care Inspectorate for Wales (CIW) between the hours of 8:15a.m. 6p.m. for 39 weeks of the year, Anglesey school term time; Providers will also provide holiday childcare between 8:15a.m. and 6:00pm for 9 weeks of the school holidays, 4 weeks to be provided during the Summer Holiday period, February and October half term and Whitsun, and Easter for 2 weeks; Providers will need to register with CIW to provide care for children aged 2 12 and provide confirmation before the service can commence; Providers must have policies for providing care for children aged 2 - 12, e.g. changing nappies, behavior, safeguarding, children with additional learning needs etc; Providers are to offer continuous provision, Monday to Friday and ensure a seamless transition from school to childcare, early education to childcare; Providers will need to maintain a daily register of all children, such information to be shared with the school as required for health and safety purposes; To comply with the aims of the Isle of Anglesey Welsh Language Education Strategic Plan; through appropriate nursery provision and arrangements (including immersion methods), every child (whatever their linguistic background) will be given a solid foundation in Welsh as soon as possible. Staffing At the moment, leaders / managers of settings must have at least a Level 3 qualification in childcare or equivalent as included in the Welsh Governments National Qualifications Framework for Early Years, Childcare and Play-work. Come September 30 2022, all leaders / managers will be required to have successfully achieved a Level 5 in childcare or equivalent qualification. All other staff will have a Level 2 at least, and work to a level 3 within 6 months of the start of their employment. If unqualified support staff are employed they must make a commitment to training to at least Level 3 in childcare or an equivalent qualification. Unqualified staff may be supported through work schemes and the Provider will be expected to work in collaboration with the work scheme and the authority to actively encourage workers into the early years/childcare sector. Staff are required to undertake the current safeguarding training - 'Basic Safeguarding Training', but it is good practice for the Designated Safeguarding Lead to undertake additional training as outlined in the link below; https://socialcare.wales/learning-and-development/safeguarding Additional trained and qualified staff should be employed on a part-time basis to provide cover to allow the leader/ manager to undertake other duties. Retention of staff should be a key priority and staff development should focus on continuity, stability and the improving of quality. Quality Providers will be required to register with an umbrella organisation that actively promotes the Welsh language as the language of the setting. Providers will be expected to undertake a quality assurance scheme associated to one of the major voluntary sector organisations (Wales Pre School Playgroup Association, Mudiad Meithrin, or NDNA etc.) Providers will be expected to follow any Welsh Governments quality assurance scheme once it becomes available. Providers will be required to work in partnership with the local authority to address the following: (i) quality in the childcare and early years sector, (ii) addressing issues such as parity of salary for young people aged 16 24 with adults, salaries commensurate with qualifications, providing all staff with a Living Wage, (iii) staff supported to train and gain additional qualifications, opportunities for apprenticeships, (iv) schemes that support adults into the workforce for the first time (v) and work alongside Anglesey County Council to improve the quality of childcare generally. Assessment recording & screening Providers will be expected to use the Welsh Government/Councils recording and reporting system for the early years entitlement and 30 hours childcare. Appropriate data will need to be collected on childrens development on entry and on leaving the setting. This will include screening information and relevant additional needs information. The Council provides support by providing an Early Years Advisory Teacher for the early years entitlement and to support the setting to achieve good or exceptional standards for the Estyn inspection process. Settings achieving less than a good standard, will be reviewed for continued funding and support. The Council may provide workforce development opportunities in terms of training etc. The setting is expected to undertake any additional training to improve quality and take advantage of training offered by its umbrella organisation.
