It reports in the initial Health and Safety Assessments made and identifies the action required of the principal Contractor to manage the associated risks to Health and Safety. 1.2 The Information contained in this plan is intended to be included in the tender documents and eventually passed to the Principal Contractor for him to develop and apply throughout the Construction Phase of the project. 1.3 On completion of the Construction Phase of the project, the Principal Contractor should have developed the plan to form a Health and Safety File, which should be passed to Alun Morgan, as the Client responsible for the project. 1.4 This Pre-Tender Health and Safety Plan is compiled by the Client and forms part of the tender documents, as required by Regulation 4 of the CDM Regulations. 1.5 It identifies the significant Health and Safety Management issues within the contract such that the Contractor can adequately resource those issues in addition to the health, safety and welfare aspects of the contract which a competent Contractor would ordinarily resource under the Health and Safety at Work Act and associated legislation. 2.0 PROJECT SUMMARY: 2.1 Client: Barcud Unit 4 Pont Steffan Business Park Lampeter SA48 7HH 2.2 Principal Designer To be Principal Contractor 2.3 Principal Contractor: To be appointed 2.4 Contract Administrator: Mr Alun Morgan Unit 4 Pont Steffan Business Park Lampeter SA48 7HH 2.5 Engineer Not Applicable 2.6 Quantity Surveyer: Not Applicable 2.7 Site Location: The sites is located at Llys Pedr, Peterwell Terrace, Lampeter SA487DD. 2.8 Description of the Works: Construct, supply and install works to items scheduled/specifications for the demolition of existing bin store extension and construction of new as per attached Barcud Specification. Formation of new office and kitchen within day room. And new external door. To include all enabling and remedial works in accordance to items set out in schedule/specifications for Llys Pedr, Lampeter. Removal and registered disposal of all existing arising from site. Nature of Works: Erection of site compound. Site Protection & signage. iii. Supply & Install of all materials required for itemised work.. iv. Making good, clearing & power washing to all external surfaces. v. General site clearance & cleaning. vi. Removal of plant & equipment. 2.9 Date of possession: March 2022 2.10 Date of Completion: June 2022 2.11 Deliveries: All deliveries and access to egress from the sites are to be supervised by the contractors banksman. 2.12 Unloading and Storage Areas: The Principal Contractor will be responsible for the safe storage and location of all Plant, Equipment and Materials within his defined work, that are necessary and sufficient for the programmed works that the contractor has in hand. 2.13 Fire Escape Routes: The Contractor shall ensure that all fire escape routes are maintained free of obstruction by building materials, equipment etc at all times. 2.14 Services: All services are to be treated as live until proven otherwise and isolated prior to associated work. All services to the existing buildings to be maintained uninterrupted at all times except by prior arrangement with the tenants and Barcud. 2.15 Water, Electricity: The Contractor supply is to be metered and charged to the contractor. Meter readings are to be taken prior to commencement of the contract in the presence of the Supervising Officer. The Contractor is to identify connection points for all services. 2.16 The Designated Point Of Contact For All Contract/Constructional Queries will be the Supervising Officer in the first instance. 217 Contractors Site Enclosure: The contractors site area and public areas are to be segregated at all times. Temporary screens forming the compound shall be provided to prevent unauthorised access by the public and to provide adequate protection to general public for the duration of the contract. Fencing to be in accordance with H&S Guidance Note GS7. 2.18 Existing Welfare Facilities: Contractors will not be allowed to use the existing on site welfare facilities. The Contractor shall therefore provide a site canteen, WC and washing facilities for his own and sub-contractors use for the duration of the contract in accordance with the welfare requirements. 2.19 Site: The Contractor shall adequately safeguard the site, the works, products, materials, plant from damage and theft. The Contractor shall take all reasonable precautions to prevent unauthorised access to the site and the works. 2.20 Disclosure of Criminal Records of Contracts Employees and His Approved Sub-Contractor The Contractor must disclose to the authorised office the names of any of his employees convicted of an offence, or subject to a binder order, or caution whether current or spent (under the Rehabilitation of Offenders Act (amendment) order 1986). Failure to disclose these and any pending investigations may result in the instant removal of the employee in question from the associations premises. If after consultation between the client and Supervising Officer they decide that the offence is of an unacceptable nature then the CA reserves the right to order the instant removal of the employee in question from all works associated with this contract. Failure of the Contractor to comply with this requirement may result in the determination of his employment under the contract. 2.22 Parking: All vehicles and equipment must be parked within the existing highway limit. Emergency access to the property undergoing renovations and all existing adjoining properties, to be maintained at all times. 2.22 Site Speed Limits: A speed limit of 5MPH must be observed at all times on the access road. 3.0 THE EXISTING ENVIRONMENT: 3.1 Location/Building Use/Surrounding Land: The site is located just off Peterwell Terrace in Lampeter town. The site is adjacent the Ambulance station. Work and storage areas to include a section of the parking area. The public footpaths, pavements, estate roads and paths are in use and your attention is drawn to the need to consider the safe passage of all members of the public. 3.2 Planning & Building Regulations: Planning Permission has been received for this work. Building Regulation approval is required. 3.3 Existing Services: Contractors are to note that the building has full on live services either in or near the vicinity of the site as follows: Water Electricity both underground and overhead Telephone both under ground and overhead. Sewerage underground. Gas (Mains or LPG installations) underground and surface connection. Prior to carrying out any excavation works or providing any fixings. Contractors are to adequately locate and isolate exiting services as required. IMPORTANT: When carrying out any external excavations a check for existing Statutory Undertakers Services in accordance with the Health & Safety at Works Act- Avoiding danger Underground Services HS (G) 47 Must be carried out 3.4 Access: Access to the site will be off the main roads. Contractors are advised to assess the ingress and egress out of the site onto this road and to consider the use of traffic management for delivery of materials, labour, goods, including removal of waste materials. 3.5 Existing Structures: The Contractor will be responsible for making any investigation and calculations required and providing, erecting and maintaining all necessary shuttering, needles, dead and raking shores as required to ensure the stability of the existing structures during any demolition works, dismantling or excavation works. 3.6 Existing Ground Conditions: Not Known. 3.7 Working Areas: The Contractor is to give 48 hours notice of any such work to be carried out in an area which has not be cordoned off. Such work will not be permitted until the Contractor has prepared and agreed a method of working in that area with the CDM Co-ordinator. If the Contractor identifies areas of work which are non-obstructive or completely risk free then he should prepare a general Method of Working for agreement and adoption in those circumstances. 3.8 Temporary Site Accommodation: This is to be provided by the Contractor in accordance with the terms of the general conditions and preliminaries. 3.9 Unloading and Storage Areas: To be agreed on site (i.e. areas agreed to be cordoned off) Fencing to be in accordance with H&S Guidance note 7. 3.10 Smoking: Smoking will not be permitted on site. 3.11 Noise Levels: Noise levels are to be kept to below 85dp (A) when measured within neighbouring properties. 3.12 Radios: The Contractor shall not permit employees to use radios or other portable radio equipment within the cartilage of the site. 3.13 Fires/Waste: No fires to be lit on site. All wastes to be disposed of offsite. 3.14 Pesticides: The use of pesticides is not permitted. 3.15 Other Restrictions: The Principal Contractor shall comply with all appropriate Health and Safety legislation guidance and advice including but not limited to the following: Health and Safety at Work Act etc 1974. HSE Guidance Note GS7: Accidents to children on Construction Sites. 4.0 EXISTING DRAWINGS: None available. 4.1 Proposed Drawing Drawings as per tender supply. 5.0 IDENTIFICATION OF SINGNIFICANT HAZARDS: 5.1 The most significant hazards liable to arise from foreseeable work activities have been identified and listed in design Record 1 Appended. IMPORTANT This list is not exhaustive but is intended to form the basis for the Principal Contractor to develop the plan and associated risk assessment in order to carry out the work in a healthy and safe manner. 5.2 When, during the Construction Phase, the Principal Contractor or other Contractors identify additional risks these should be notified to the Client-coordinator as soon as practicable and suitable measures to control them incorporated by the Principal Contractor in his Health and Safety Plan. 5.3 The presence of Asbestos is likely to be encountered unless noted on the provided Asbestos Reports If it is not clear whether there is Asbestos then samples must be taken for laboratory analysis. This must be done by someone with suitable training and experience. If any material is found to contain Crocidolite (Blue Asbestos) the Health and Safety Executive must be given 28 days notice before works start. Works must be carried out in accordance with the approved Code of Practice Work with Asbestos Insulation, Asbestos Coating and Asbestos Insulating Board. Short duration work on Asbestos Insulation Boards can be carried out by Operatives wearing approved respirators and overalls and be provided with washing and changing facilities. Working methods should be chosen to minimise Asbestos dust release and other people should not be allowed in the vicinity. (b) Erection and dismantling of temporary fencing/scaffolding etc. (c) Testing and dealing with asbestos materials. (d) Locating and dealing with existing services (i.e. water, telephone and electricity). (e) Protecting operatives for working in close proximity of live overhead electricity cables (to include the removal and re-fixing of same). (f) Removal and disposal of waste materials. (g) General excavations/breaking up of concrete surfaces. (h) Working in close proximity of public roads and footpaths. (i) Lifting of heavy loads/materials. (j) Protecting the general public, occupants and visitors alike. (k) Working at heights. 6.0 CONSTRUCTION PHASE: 6.1 The Principal Contractor will develop the Health and safety Plan to an acceptable level prior to being permitted to commence work on the site as follows: i. Particular arrangements for dealing with the risk areas identified in 5.1. ii. Written risk assessments for the initial construction work. iii. Details of personnel who will be appointed as safety representatives and safety advisors/officers. iv. Details of the organization and arrangements for the management of health and welfare on site. 6.2 The Principal Contractor will provide the above information at least 1 week before the commencement of work on site. 6.3 The Principal Contractor will continue to develop the Health and Safety Plan until the end of the Construction Phase. 6.4 Site Audits: The Principal Contractor will: i. Arrange for safety audits to be carried out by competent persons to review the Health and Safety aspects of the work in progress throughout the Construction Phase. ii. Continually review and update the Health and Safety Plan Identifying and implementing any necessary changes from any assessments or hazards identified from 5.0 and the above safety audits. 7.0 CONSTRUCTION MATERIALS: 7.1 There are a number of different materials and substances involved in the project, generally in relatively small quantities arising from the nature of work. Nevertheless, some of these do pose significant hazards to health and appropriate precautions should be carried out and the appropriate personal protective equipment provided and used where necessary. 7.2 Cementitious mortars, and grout pose hazards due to cement dust and skin damage from contact with the wet product. 7.3 COSHH data sheets should be obtained from the appropriate manufactures for all paints, varnishes and emulsion and the material handled and applied in accordance with the manufactures health and safety instructions 7.4 Solvents for joining plastics waste pipes and sealants are liable to emit harmful or irritant vapour. COSHH data sheets should be obtained from the manufactures for all such substances and they should be handled and applied in accordance with the manufacturers health and safety instruction. 7.5 More detailed information on potential hazardous material are given in the Health and Safety assessment sheets appended to this plan. 8.0 OVERLAP WITH CLIENTS UNDERTAKING: 8.1 The adjoining properties will be in full use throughout the duration of the contract. Carry out all works with the minimum inconvenience to all occupants, general public and visitors alike. In particular, the location and use of the site is highly relevant in terms of safety, design and management (see Clause 3.1) and the Contractor will be expected to take this fully into account in their Health and Safety Plan Construction Phase. 9.0 SITE RULES 9.1 Period of Working Working hours will be restricted between 8.00am and 5.00pm Monday to Friday. Additional working hours may be worked by prior arrangements. 9.2 Debris: The Principal Contractor is to ensure all rubbish and debris is removed from site to an approved tip as it accumulates. 9.3 Health and Safety: The Principal Contractor will be fully liable for ensuring that all Operatives, Sub-Contractors and persons visiting the site have full knowledge of the Health and Safety Plan and the Health and Safety File and on site risks and maintain awareness of all personnel in health and safety manners. 10.0 PROJECT LIASION PROVISIONS: 10.1 Development of the Health and Safety Plan: The Principal Contractor is under a duty to liaise with the Principal Designer and Client and to develop the Health and Safety plan/file. Such development should take into account the following: a) Changes to the design. b) Contractors method of working and Health and Safety procedures. c) Conditions on site d) All current relevant legislation. The Principal Contractor will be responsible for recording changes to the structural design, the routes of concealed main services and will be responsible for conveying this information to the Principal Designer for the incorporation into the Health and Safety Plan. 11.0 HEALTH AND SAFETY APPRAISAL: 11.1 The Principal Contractor is required to comply with all current Health and Safety legislation. 11.2 The Principal Contractor will be required to provide additional information in relation to the allocation of adequate resources for the project. Such information may include: i. The arrangements he has in place for the effective management of Health and Safety. ii. The procedure he will adopt for developing the Health and Safety Plan. iii. The measures to be taken to deal with the hazards and areas of high risk identified. iv. The arrangements in place for monitoring compliance with health and Safety legislation. v. Details of personnel who carry out and manage the work, their skills, qualifications and training. vi. The time allowed to complete the various stages of the Construction Phase without risks to Health and Safety. 11.3 The above information should be prepared in accordance with the information set out in the Health and Safety activity assessment. 12.0 HEALTH AND SAFETY FILE 12.1 The Principal Designer in accordance with Reg.4 (5) b, 11 and 12 of CDM 2015 shall: Agree the required content of the Health and Safety File with the client that complies with regulation 12(5) Be provided with all relevant information from the Principal Contractor at agreed stages of the project in order to compile the new or update the existing Health and Safety File. Provide the client with the completed Health and Safety File based on the project. Purpose: to provide information about the structure, materials and equipment used which might affect the health or safety of anyone if further construction works (including cleaning, maintenance, alterations, refurbishment and demolition) are carried out. Standard Index: The Health and Safety File shall contain the following information: INDEX Section 1 As built/produced drawings (if available). Section 2 Design Criteria. Section 3 Construction Methods and Materials Used. Section 4 Maintenance Facilities and Procedures (if applicable). Section 5 Operating and Maintenance Manuals (including cleaning). Appendices Sub-contractors and Suppliers Test Results and Certificates The Contractor is to supply the following information to the Principal Designer for inclusion in the Health and Safety File: Details of any Contractor designed and performance specified work. Details of key structural principles, including safe working loads. Details of construction methods and materials, including COSHH dated data sheets which may present residual hazards. General maintenance instructions (if applicable to the service ducts) including access provision and information about equipment provided for cleaning and maintaining the building installation. As-built drawings for performance specified work. Details of hazards associated with the materials in the project. Access requirements/restrictions. If a satisfactory Health and Safety File is not available from the Principal Designer at handover, due to lack of required information from the Principal Contractor, the Contract Administrator will not issue a Certificate of Practical Completion.
