Following changes, due to Covid, to guidance issued by WG we are currently seeing a higher number of homeless presentation within the Homeless Service. Being able to prevent a crisis situation to a person or family by means of earlier intervention has never been more important. Being able to advise and support teams members in determining our duties and responsibilities in relation to Housing Act, 2014 is an important outcome for the Service. The Housing Act, 2014 stipulates that Local Authorities should provide a homeless service, which is free and accessible to its residents. To ensure that residents are given the most appropriate, timely information and assistance Housing Services wish to work with a Provider to improve the information and housing option advice it provides, especially in relation to specialist homeless advice. This additional resource will be available to the Team for a period of up to 24 months. Service requirements the provider is expected to offer: Specialist advice on casework of homeless assessments and duties owed to prevent homelessness Working together with IOACC to reduce challenges and operate a continuous learning approach through partnership Support on complex homeless cases and providing feedback to IOACC on areas which could be improved and developed, including advising on duties owed Mentoring and training to ensure good practice is shared with team members as well as providing briefing sessions to staff on the Housing Act and WG Guidance Provide support to develop good practice on procedures, such as suitable offers as defined within the guidance, making and auditing decisions under the Housing Act and support on Illegal Evictions matters The total contract value will be no more than 55,100 over the 24 months period which will be paid quarterly in arrears. Location: either remote / IOACC Offices in Llangefni or any other office as identified by the Housing Services. Should any work require contact with Housing Services customers this would need to be bilingual. Security arrangements: the service provider will be able to access information relating to homeless cases and must work to any Corporate Policies and Procedures regarding data protection and safeguarding. Mobilisation and timing The Service Provider will expected to be able to work with the Service from January 2022 onwards and develop and agree a timetable which includes training and refresher sessions with staff on a rolling 6 month timetable. The working relationship can be flexible, but will be based on the expectation that 17.5 hours per week of support can be offered Management information and governance Information on number of cases and types of advice offered will be document and utilised on a monthly basis to provide training and briefing sessions for staff. Include when and how information is to be provided and frequency of meetings between the respective contract managers. This contract will be for up to 24 months. Premises and assets IOACC will agree a suitable location with the Service Provider. Performance and measurement The contracting authority will judge success on the number of referrals / cases advised, implementation of the training / briefing sessions offered. Mechanisms for sanctions or warnings will include delays or non attendance by Service Provider for a period of more than 2 weeks with a reduction on % basis of hours provided. Any direct contact will clients/ customers must be provided bilingually. Flexibility and additional services or transformation This service will be evaluated during its implementation and could be extended subject to agreement with the contracting authority.
