Short description of the contract or purchase(s)
Procurement of the BBCs Radio Transmission Services, it is envisaged that these will consist of 4 (four) Lots made up of:
1) the continued transmission of analogue radio services for up to 7 (seven) years to 2020 including;
a) acquisition and operation of National, Regional and Local FM transmission; and
b) acquisition and operation of National and Regional AM transmission;
2) acquisition, maintenance and operation of the DAB Phase I network for up to 17 (seventeen) years to 2030, and
3) the design, deployment and operation of the DAB Phase 4 network for up to 17 (seventeen) years
The Contract(s) will include options for the BBC to extend a fixed initial term, by providing notice prior to the expiry of the Contract(s).
All services depend in part on the use of a regulated 'network access' asset base (common to all broadcasters using a site), alongside 'managed services' assets which are dedicated to each operator.
All services are inclusive of all operation costs, including but not limited to: acquisition, maintenance, upgrade and replacement/renewal of assets, all electricity and other energy costs associated with the operation of the services.
Lots 1 to 4 represent the core requirements the BBC wish to procure. In addition, the BBC may also look to include the following non-core requirements:
Lot 2A: the provision of BBC Local Radio AM services from a defined and existing network of not more than 47 transmitting stations covering the whole of England and the Channel Islands.
Lot 2B: the provision of BBC Radio 4 Longwave on 198 kHz, from three existing transmission sites, at Droitwich (Midlands), Westerglen (Central Scotland), and Burghead (North Scotland).
Lot 2C: the provision of BBC Radio 4 AM from a defined and existing network of not more than 9 transmitting stations covering primarily Northern Ireland, the south-west of England, London, Cumbria, and the north-east of England.
Lot 4A: an option to increase the number of transmitting stations deployed and operated under this lot to up to 600.

It is the BBC intention to explore with Applicants their appetite for providing these non-core services (in addition to the core services) and whether value can be achieved for the BBC through the inclusion of one or more of them into the scope of this procurement.
