Abstract: The Living Levels Landscape Partnership in the Gwent Levels in South East Wales is looking to contract a consultant or agency to assist the Living Levels project partners to design a Monitoring and Evaluation System which will include: • A set of output and outcome indicators embedded in projects and aligned to HLF and the Living Levels Partnership strategic outcomes; • A set of quantitative and qualitative methods to track these indicators and guidance notes for their use by project leads and the Living Levels Partnership team, including the use of case studies or stories of change, as well as external data sources that may exist; • Simple monitoring and reporting formats and timetable for projects; • An information management system which will allow the Living Levels Partnership team to collate data and analyse findings to determine overall impact; This system will be used to track progress, impact and learning throughout the three year delivery period of the programme. The Living Levels Landscape Partnership is a Heritage Lottery Funded scheme in its Development phase led by RSPB Cymru with 11 other partners.

Description of the goods or services required

1. Annex 1 has been added to the portal.
2. We can confirm that Welsh translations of any outputs of this contract will be managed in-house and from a separate budget.
3.We can confirm that £1m Professional Indemnity Cover is sufficient for this commission.
4. We can confirm that the maximum budget for this contract is £5k excluding VAT.
5. Whilst the budget for the follow-up contract has not been finalised, the indicative figure is £15-20k.
6. We are happy to consider proposals from applicants who have no previous experience of the HLF Landscape Partnership Scheme Programme, although prior experience is seen as favourable.
