Abstract:

The Department for the Economy and Transport (DE&T) of the Welsh Assembly Government leads on delivering the economic development and transport agenda for Wales. The current overarching strategy and agenda for the Welsh Assembly Government is set out in the ‘One Wales’ document. The economic development aim of ‘One Wales’ is ‘to create a positive climate for business growth to enable people to make the best contribution to the economy’.

Since 2006, work has been undertaken in reforming the support available to businesses in Wales based on consultation with the business sector. This has resulted in the development of the Flexible Support for Business (FS4B) operating model that aims to ensure a customer-focused approach to support around ease of entry, relationship managers and a single investment fund that demonstrates value for money.

To ensure on-going evaluation of the services delivered under the Flexible Support for Business operating model, the Welsh Assembly Government will be commissioning pieces of monitoring, research, survey and evaluation. The contract will also be used to support monitoring, research and evaluation in other areas within the Department of the Economy and Transport and the wider Welsh Assembly Government.

Operation of the framework:

For contracts valued under £5,000 the Authority reserves the right to award the contract directly to a single supplier without competition between suppliers on the framework. For all contracts valued above this value, a full mini competition will take place between all suppliers successful at being awarded a place onto the framework.
