Abstract:

The HR Advice and Guidance service is required as part of an integrated HR advice and guidance service providing 1st line support and case management directly to line Managers and HR Business Partners within Network Rail on a nationwide basis. The integrated services will include elements such as:

— Knowledge Management Service delivered through:

– A telephone and E-message Advice Line;

– Intranet Information Service.

— Case Management;

— Targeted Topic Communications;

— Campaign Management Capability;

— Management of MI Data;

— Adherence to Data protection.

The Supplier shall operate the Services seamlessly with the other service activities of the Network Rail HR team so that from a Line Manager perspective the Advice and Guidance Service will be an indistinguishable extension of Network Rail HR.

The in scope topics for advice and guidance cases will include the following for example:

— Discipline;

— Grievance;

— Bullying and harassment;

— Managing Performance;

— Managing Absence;

— Terms and Conditions Enquiry;

— Flexible Working;

— Recruitment;

— Pay and benefits;

— Working arrangements;

We envisage that the Contract will not be split into Lots and will be awarded to 1 supplier. As a result of internal and external workshops we may develop a more flexible delivery model if this is deemed to be the most effective way of managing the requirements.

It is envisaged the contract term will be 5 years with a break clause at the end of year 3.

Network Rail will be holding a pre-procurement market engagement event for these services currently intended to be held on the 22.9.2016 / 23.9.2016 between 9:30 until 17:00 (split into 2 or more session's dependant on volume of attendees) at the following location with suppliers who express an interest in response to this PIN:

The Quadrant, Elder Gate, Milton Keynes, MK9 1EN.

Please note that if there is a high volume of interested attendees that we are unable to accommodate on the 22nd or 23rd September we may hold an additional session on the 29th September.

Organisations who provide the services described and wishing to express interest in attending this pre-procurement market engagement should register their interest in the first instance by providing the following information, via email, to: anne.haedicke@networkrail.co.uk

i) The company name, address, and registered in England number.

ii) Contact name, Job Title, Telephone number and e-mail address and the name(s) of the proposed attendees.

Please note that each company is permitted a maximum of only two (2) attendees for this event (this may be limited to one (1) dependant on volume of interested organisations). Organisations should register an interest by 20.9.2016 at 12:00 in order to attend this event.

Joining instructions will be issued by the Network Rail contacts stated above by 12:00 on 21 September with further details on timings etc. Joining instructions will not be sent until after the PIN has closed at 12:00 on 20.9.2016.

The event will be split into 2 - 3 separate sessions to accommodate numbers. Each organisation will be allocated a time to attend.

Network Rail is under no obligation to follow up in any way with the interested parties as a result of this PIN event. Any discussions which do occur will cease immediately should a formal competition ultimately be announced.

Network Rail is committed to ensuring fairness, openness and transparency, and to follow EU procurement regulations. The Prior Information Notice (PIN) is however, issued solely for the purpose of conducting a pre-procurement market engagement and does not constitute any commitment by Network Rail to undertake any procurement in the future.

Interested parties will not be prejudiced by any response or failure to respond to the PIN event and a response to this PIN does not guarantee any invitation to participate in this event or any future procurement.

This PIN does not constitute a call for competition to procure any services, supplies or works for Network Rail and they will not accept any proposals offered in response to this PIN.

Network Rail is not liable for any costs, fees, or expenses incurred by any party in replying to or attending the PIN event. Any procurement of any services, supplies or works by Network Rail in due course will be carried out strictly in accordance with the provisions of the Utilities Contracts Regulations 2016.

Network Rail intend to use an e-tendering system in the procurement exercise.
