Abstract

Carmarthenshire County Council is looking to establish a Dynamic Purchasing System (DPS) for the supply of services relating to Ash Dieback and other tree felling works. Contractors will be required to be suitably qualified and experienced to undertake works primarily associated with Highways, however the DPS will also provide for Ash Dieback and other tree felling works on housing sites, industrial estates, school and other sites located and owned within Carmarthenshire. Additionally, there may be the requirement for works to be undertaken on private land at the Council’s request and emergency tree felling works. The DPS will be operated on a fully electronic basis and is open to new entrants throughout its term who meet the minimum criteria specified in the tender documents. All PIN Pre-tender information is for guidance only and may be subject to change prior to the contract notice being issued. A supplier event is planned to take place shortly. II.2.4) Description of the procurement

Carmarthenshire County Council (“the Council”) is seeking suitably qualified and experienced Contractors to undertake Ash Dieback and other tree felling works within a Dynamic Purchasing System (“DPS”). At this stage, the Council is considering an initial period of four years which includes the option to extend in one year periods for a further four years or until the agreement is no longer fit for purpose. Final details will be available in the Contract Notice and Tender Documents.

Carmarthenshire County Council has the second largest length of highways network in Wales, covering 3,500KM of public highway, with 110 schools, some of which contain an extensive number of trees. Also maintained are parks, playgrounds and open spaces. We also maintain land on housing estates and social services establishments, Council owned buildings and leisure centres.

The proposed DPS will predominately deal with the removal of Trees infected with Hymenoscyphus fraxineus (Ash Dieback). A survey undertaken in 2019 of the A and B roads in the County identified 2512 trees within the highway boundary that need removing, and a further 10,300 on private land directly adjacent the highway that also need removing. These trees have been identified for removal as they are showing more than 50% dieback of the crown. Recent school surveys have highlighted 37 sites that need trees removing. Trees showing at least 50% dieback of the crown during our surveys have been tagged with orange ribbon or marked with orange spray paint. Diseased trees within the highway verge will be removed by the County Council. The authority will also liaise with private landowners and will be offering our services to take down trees adjacent the highway provided they agree to pay the costs for felling and provided it does not impact on the overall programme. Contractors will be asked to identify separate costs where an opportunity exists to work with private landowners.

PRE-MARKET ENGAGEMENT

Carmarthenshire County Council will carry out pre-market engagement meeting(s) to provide more details about the Council’s requirements and the DPS process. Further details about these pre-market engagement meetings will be provided in due course. Dates and times will be communicated shortly, in the meantime, interested parties can email kbaker@carmarthenshire.gov.uk to note their interest in attending a pre-market engagement meeting.
