This is a prior information notice (PIN) only: Publication and a call for competition will be conducted as and when the scope of work is fully defined and approved.
TfW are looking for suitable suppliers to supply Steel Materials for the delivery of electrification and signalling project on our railway lines. The OLE design is to be based on UK Master Series with a focus on the UKMS100 design range.
It is a requirement that each item within the lots has to be supplied with the opportunity to sub-contract sourcing of materials and will operate as a multi supplier framework.

VI.3) Additional information
Transport for Wales (‘TfW’) is currently working to transform the Wales and Borders Rail Service and is developing plans for implementing and operating a South Wales Metro. The vision is to provide a service that is truly 'turn up and go', with better integration with other modes of transport, including buses, and flexible ticketing options. Travellers will be able to move easily across the south-east Wales region with improved capacity, improved quality and improved passenger information.
As part of this, Overhead Line Equipment (OLE) and signalling equipment will be installed throughout the Core Valley Lines (CVL) – please see maps ‘TfW CVL Infrastructure Map CYM’ and ‘TfW CVL Infrastructure Map ENG’ for reference (can be found in Additional Document Section of this PIN on the Sell2Wales portal).
The OLE design is to be based on UK Master Series with focus on the UKMS100 design range. As part of these works there is a potential requirement for the material supply of the following:
- Main Part Steel (MPS) – masts, booms, etc
- Circular Hollow Section Piles (CHS) – including studs, washers, nuts and adapter plates
- Small Part Steel (SPS) – insulators, bridge arms, brackets, etc
- Wire – contact, caternary, earth etc.
- Signalling equipment – axle counters, signals, cabling etc.
It's anticipated that this framework will operate as a multi supplier framework and a maximum of 3 suppliers will be awarded to each lot. TfW reserves the right to change this strategy.
TfW will allow suppliers to bid for all lots. Each product must be supplied on the lots, sub-contracting will be permitted under the discretion of TfW.
TfW are asking for suppliers who are able to supply the items listed within the PIN to express an interest.
In order to inform our strategy and to understand market appetite for this opportunity we are asking for feedback from the market.
