Expressions of interest are invited for the provision of a framework agreement for refurbishment of void properties within the Council’s housing stock of approximately 3500 properties.
The Council deals with circa 250 void housing properties per annum.
Denbighshire County Council (DCC) is seeking to ensure it continues to meet its legal, health & safety and moral obligations whilst providing high quality homes for our tenants and wishes to engage a suitably qualified and competent Contractor(s) to supply all labour, materials and plant. The contractor (s) should to be able to satisfactorily undertake the execution of all building, electrical services maintenance and associated general minor repair work in all trades. It must comply with the required time limits as directed. The potential provider is required to note, however, that by the very nature of the work, no guarantee can be given with regard to the volume, trade requirements or continuity within any one given area at any time.
There is a dedicated Voids maintenance manager, as well as voids surveyors, who are authorised to instruct voids maintenance works. Under the terms of this Framework Agreement the Contractor(s) are not to take instruction direct from DCC or other staff other than the Voids management team.

Flooring repairs and installation

Plumbing works
Roof repairs and general building work
All associated domestic electrical works
Heating and hot water boilers (gas, LPG and oil)
Central heating systems
Hot water cylinders and calorifiers
Charnwood multi fuel stoves

The Contractor shall ensure that all contracts with Subcontractors and Suppliers which the Contractor intends to procure following the Award date, and which the Contractor has not, before the date of this Contract, already planned to award to a particular Subcontractor or Supplier, are advertised through the Sell2Wales portal (www.sell2wales.gov.wales) and awarded following a fair, open, transparent and competitive process proportionate to the nature and value of the contract.
Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. As part of this Framework DCC is committed to the delivery of Community Benefits in line with the ‘Value Wales - Community Benefits Guidance’.
With emphasis on the delivery of training, employment opportunities, work experience and the recruitment of the long term economically inactive.
DCC encourage the involvement in Community Initiatives that aid the improvement of Local Community Areas.
The framework and approach is taking a strategic view of community benefits and working with construction industry to develop realistic and unique targets for each contract. This will be achieved through setting targets for the overall framework so that the implementation can be clearly monitored and reported but allowing then flexibility at the contract level to achieve targets and community benefits that are achievable and bespoke to that particular contract and geographical area. Strong leadership and governance will be provided via the strategic management board for the framework. At a project/ contract level individual project managers in each authority and the contractors will be supported by the operational management board and framework manager.
