Abstract

Welsh Government (WG) has recently awarded funding for the Council to purchase sanitary/feminine care products for young women of school age. The products will be purchased by the Council and issued free of charge to young women of school age in line with the Welsh Government initiative to combat Period Poverty. The Council has committed to purchasing environmentally / eco-friendly products including all packaging for sanitary / feminine care products which are both non- reusable and reusable. To provide all the core list of products detailed in the ITT for sanitary pads, tampons and panty liners. Bidders are requested also requested to provide a cost for a catalogue of items that they are able to offer under this lot.

Award Criteria - two stage process

Stage one - Selection Stage - Pass / fail criteria - Bidders must pass all pass/fail questions to progress to stage two - award stage

Stage two - Award stage - All Organisations that successfully pass all elements of the selection stage will progress on to the Award Stage. This stage will be evaluated using the Most Economically Advantageous Tender (MEAT) criterion, structured as follows:Quality 80% / cost 20%

Providers shall be ranked to the framework based on the award criteria.

To provide the core list of products detailed in the ITT for re usable products such as menstrual cups, period pants, sanitary pads. Bidders are requested to cost for the core list of items and also provide a cost of a catalogue of items that they are able to offer under this lot.

Currently it is unknown if there will be further funding provided to the Council following April 2020. During the period of the framework, the funding terms maybe updated by Welsh Government, to suit the needs of the young women within the Council such as but not limited to distribution to other establishments such as Libraries, Community Offices, Youth Centres, and some GP Surgeries, who may purchase and request delivery to their establishments to ensure products are available in the most practical and dignified way as possible.
