Abstract

Housing Support for those disadvantaged through mental ill health Caerphilly County Borough Council (CCBC) are seeking to appoint an organisation to deliver specialist Housing Related Support (HRS) for people with mental ill health through the Housing Support Grant (HSG). The aim of the HSG is to enable vulnerable people to remain in a more independent living situation through the provision of support. This specification is outcomes based and the Service Provider is expected to offer an innovative and creative solution to meet accommodation and support needs, ensuring all possible outcomes are achieved is a priority whilst also seeking value for money, providing for the following packages of support. They also need to offer efficient savings over a longer period of time, ensuring that as people become more independent and need less support, the packages of support are tapered down to reflect this. II.2.4) Description of the procurement

Housing Support for those disadvantaged through mental ill health.

HRS services are provided to any person for the purpose of developing that person’s capacity to live independently, or sustaining their capacity to do so, but are not subject to registration with the Care Inspectorate Wales.

The Service Provider must ensure each and every staff member working on this contract has read, understands and is signed up to the detail of this specification.

Aims of the service is to deliver HRS that reduces the –

Incidences of tenancy breakdown and/or individuals losing their homes

Levels of homelessness and incidences of repeat homelessness

Use of inappropriate temporary accommodation

Crisis admissions to hospital and delayed hospital discharges

Number of emergencies resulting in intensive services being required

This process shall follow a two stage process consisting of selection (stage one)and award stage (stage two)

Selection Stage - Stage One -Candidates are required to comply with the questions and pass all pass / fail questions and achieve a score of 6 or above for any scored questions to proceed to the specification response stage.

Award Stage - Stage Two-All Organisations that successfully pass all elements of the selection stage will progress on to the Award Stage. This stage will be evaluated using the Most Economical Advantageous Tender (MEAT) criterion, structured as Price 10% / Quality 90%.

The quality aspect will be divided into categories consisting of: Interview / Case Study Questions

The service will be available to those who currently reside in or, who are out of county and want to return to their former residence of Caerphilly County Borough.

The service is for people with mental ill health (in addition to other secondary or tertiary needs) who are 16 or over only, where a wide range of HRS needs have been identified.

This arrangement is being tendered under the Public Contracts Regulation 2015, schedule 3, falling within Regulation 74-77, otherwise known as the Light Touch Regime. The tender is an open procurement procedure and has been advertised in accordance with EU.

The contract period for this arrangement is from the 1st May 2020 – 30th April 2024, with an initial option to extend for up to a further period of twenty four (24) months, and a further option to extend for up to an additional twenty four (24) months.
