There is currently no consistent approach across NHS Wales to the system used for this function and a range of different processes and systems are in place. The current process across the majority of organisations relying on paper-based surveys.

II.2.4) Description of the procurement
NHS Wales organisations wish to procure a standardised system for use in designing, capturing and analysing feedback information from Service Users. There are several requirements placed onto NHS Wales health bodies in respect of capturing and utilising feedback in service review, quality review, service redesign and satisfaction surveys.
There is currently no consistent approach across NHS Wales to the system used for this function and a range of different processes and systems are in place. The current process across the majority of organisations relying on paper based surveys.
Suppliers should be aware that the NHS in Wales is a devolved matter and is managed by Welsh Government. NHS Wales health bodies consist of eleven organisations, with some functions hosted within health bodies. There are seven geographical Health Boards, a Public Health body, a national ambulance service, a specialist cancer services body and a body focussed on health education and improvement. These bodies undertake a range of clinical and support services and want to enhance the approach to gathering and using feedback. The Welsh Risk Pool hosts a programme supported by Welsh Government to establish and manage a system which can be modified to meet the specific needs for NHS Wales organisations in designing surveys and capturing & analysing feedback from service users. This draft specification has been developed by staff with responsibility for the governance of service user feedback in conjunction with NHS Wales Shared Services Partnership.
The Welsh Risk Pool hosts a programme supported by Welsh Government to identify a system which can be modified to meet the specific needs for NHS Wales organisations in designing, capturing and analysing feedback from service users. This draft specification has been developed by the Service User Feedback Safety & Learning Network in conjunction with NHS Wales Shared Services Partnership.
The specification will be submitted to Tender on an all-Wales basis by NHS Wales Shared Services Partnership Procurement Services. The tender expects to procure a discrete system for each organisations which wishes to take up the system. Whilst procured as a Software as a Service (SAAS) model, it is envisaged that a discrete system will hold data relating to each organisation. The successful supplier will be awarded a Framework Agreement from which individual systems can be called-off on behalf of organisations through a single contract held on an all-Wales basis by NWSSP.
Due to the above, NHS Wales are looking to work with a partner with a proven track record with demonstrable experience in the collaborative, co-productive development and implementation. This end, NHS Wales will be hosting a market engagement day on the 16th December at the following location;
