Wrexham Council’s ICT and Digital Strategy (2017–2020) outlines the need for the council to capitalise on opportunities to commission key elements of their digital infrastructure in new ways through technologies such as Cloud Solutions, Software as a Service (SaaS) and Infrastructure as a Service (IaaS). As such Wrexham County Borough Council are looking to tender for a partner to deliver our ICT Cloud Migration.
To achieve this a new cloud migration strategy has been drafted which outlines three main strategic objectives for cloud migration:
- To achieve a resilient, flexible, secure and sustainable model for future data and application hosting services
- To reduce current risks around WCBC capacity and investment to deliver robust data centre provision
- To establish a new ‘cloud based’ model for future application management and data storage
The main driver of this commission is to achieve a new cloud based model which achieves these strategic objectives and by so doing reduces the council’s current risks around data centre capacity, skills and likely investment to meet its future application hosting and storage needs.
The supplier should provide services to support the following desired outcomes:
- A comprehensive analysis and understanding of the current environment, and analysis of which on-premise technical resources are best suited for the cloud
- A comprehensive plan for migration to the cloud that supports cost-effective, secure, and agile ICT management
- A successful and complete transition of specified applications, solutions, and services to the cloud
- Consolidated and simplified application, service management and monitoring in the cloud to support cost-effective, secure, and agile ICT management
- Successful decommissioning of specified applications, solutions, and services
- Efficient and policy compliant repurposing, decommissioning and disposal, in an environmentally sound manner, of data centre assets
- The successful cessation of internal data centre operations
- If required, the supplier should provide technical resources to support the day-to-day operation of the existing data centre environments during the engagement.
This contract will be split into 5 phases with 1 clear contractual break point which is:-
- Phase One - Discovery
- Phase Two - Design
Contractual Break Point
- Phase Three - Migration Planning
- Phase Four - Migration Execution
- Phase Five - Decommissioning
