Description of the goods or services required

The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Cardiff and Vale University Local Health Board who are seeking to establish a contract for provision of Insourcing of Ophthalmology Outpatients and Treatments (Cataracts, Squints and VR).

The Health Board is looking to establish a provider to assist in meeting the referral to treatment target as defined by the Welsh government. The Health Board is therefore seeking to appoint a service provider in ophthalmic new outpatients, treatments (in outpatients and theatres). Follow up outpatients will mostly be referred back to primary care as part of WECS. Outpatients and treatments carried out within Health Board facilities within both an outpatient and theatre setting.

The primary purpose of this service is to provide weekend and potentially some out of hours (including bank holidays) outpatient assessments and treatments (including surgical) at the University Hospital of Wales. The Health Board will provide the physical outpatient and theatre infrastructure and associated equipment. Consumables will be the responsibility of the Provider. The bidder will provide a fully qualified team of specialist staff to work within the Health Board’s own facilities.

1. The Contracting Authority reserves the right to award the contract in whole, in part or annul the tendering process and not award any contract.

2. Bidders should note that they will be required to enter into terms and conditions of contract as set out in the ITT and that save for matters of clarification or consistency the Contracting Authority will not negotiate the terms.

3. The Contracting Authority will not accept completed ITT's after the stated closing date.

4. All documents to be priced (where applicable) in sterling and all payments made in sterling.

5. All tender costs and liabilities incurred by bidders shall be the sole responsibility of the bidders.
