Abstract

Bridgend County Borough Council are looking to recommission its Supported Living service which will include care and support funded by both Adult Social Care and the Housing Support Grant. The Council intends to establish a Framework Agreement of high quality Providers who can demonstrate their experience of delivering supported living services and to subsequently award a number of separate Local Area Services via Call-off Contracts. Providers will be required to work with the Council to implement sustainable and flexible models of support that enable Individuals to become active members of their local communities. Delivering a ‘locality’ model will enable Providers to flexibly respond to needs where they arise, utilise resources efficiently, and support collaborative working with the broader community. The procurement process will be conducted in two stages:

Stage 1: to select high quality providers for the Framework Agreement.

Stage 2: to procure Local Area Services in a phased ‘call-off’ approach. Each Local Area Call-off Contract will include a number of Supported Living schemes within that area.

Prior to each call off procedure an in-depth local engagement exercise will take place to ensure that the people who receive a service have been fully involved in identifying the key priorities for the support they receive. Successful Framework Providers will be able to bid for all Local Area Call-off Contracts but the Council will be looking to secure a mixed market where each Local Area Service Contract Specification will be different, suiting a range of Providers.

Benchmark data indicates that the service in current schemes totals 8789 hours of support per week delivered to 113 Individuals living in 49 housing units. Please note this is for information purposes only and further Local Area Service details will be provided at each call off stage.
