Abstract

Carer Respite Services provides respite for people i.e. ‘Carers’ who provide unpaid regular and substantial care and support to family or friends of any age who could not manage without this help. The service will be available for people residing in Rhondda Cynon Taf. Care may be provided to children and/or adults. The scheme provides an invaluable service to carers to provide a period of respite from their caring role. This allows the carer to leave their relative or friend at home safely with a suitably qualified carer whilst they undertake normal day to day activities. II.2.4) Description of the procurement

Carer Respite Services provides respite for people i.e. ‘Carers’ who provide unpaid regular and substantial care and support to family or friends of any age who could not manage without this help. The service will be available for people residing in Rhondda Cynon Taf. Care may be provided to children and/or adults.

The scheme provides an invaluable service to carers to provide a period of respite from their caring role. This allows the carer to leave their relative or friend at home safely with a suitably qualified carer whilst they undertake normal day to day activities.

There are currently:

- 81 adults, accounting for 336 weekly hours of care.

Providers should note that these are current estimated figures and the actual numbers are expected to fluctuate during the term of the framework.

Successful providers will be required to deliver a respite service to service users with a range of needs including but not limited to Elderly Frail, Physical Disability, Mental Health, Substance Misuse, Dementia and Learning Disability needs. It is expected that successful providers be registered with CSSIW for all these types, and other appropriate categories depending on the lot they are awarded to.

IV.1.3) Information about a framework agreement

The procurement involves the establishment of a framework agreement

Justification for any framework agreement duration exceeding 4 years: Period of 2 ½ years from 1st April 2018 with extension options of a further 2 x 1 years. The longest possible contact length shall be until 30th September 2022. This will enable the Council with a co-terminus date to align with a similar contract.

The services are applicable to regulations 74-77 under Chapter 3 (Section 7) for Social and Other Specific Services, also known as the “Light Touch Regime”. The council is not obliged to comply with the full extent of the Regulations, only those parts which apply to the Light Touch Regime.

This process will follow a clear, structured and transparent process that ensures all bidders are treated equally and fairly in a non-discriminative manner to achieve best value for money and encourage a positive competitive market response. Where practical, procurement best practice will be applied.

The Council reserves the right to award all, part or none of the business forming the subject matter of this procurement and to abandon, halt, postpone this procurement at any time. Under no circumstances will the Council incur any liability (including, but not limited to, liability as to costs) in respect of this procurement exercise, the abandonment of the same, or any documentation issued as part of this procurement exercise.

It is proposed that existing care packages will transfer to the new Framework Agreement. It is therefore expected that The Transfer of Undertakings (Protection of Employment) - TUPE shall apply. The detail as to the transitional arrangements will be set out in the Invitation to Tender documentation.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
