Gwahoddir ceisiadau gan gwmnïau i dendro i werthuso gwaith ‘Cwlwm’ yn ei holl gyfanrwydd. Companies are invited to tender to evaluate the work of the ‘Cwlwm’ partnership. Sefydlwyd partneriaeth ’Cwlwm’ i ymateb i ofynion dyfarnu grant Adran Plant a Theuluoedd Llywodraeth Cymru yn 2014. Prif nod ac amcan ‘Cwlwm’ yw i: “sicrhau bod teuluoedd ar draws Cymru yn gallu cael mynediad at ofal plant fforddiadwy o safon, i greu gofal plant hyblyg a chyfleon chwarae i gwrdd â gofynion rhieni a theuluoedd” The ‘Cwlwm’ partnership was established to respond to the grant conditions awarded via the Children and Families Delivery Grant by Welsh Government in 2014. ‘Cwlwm’s main aim is to: “ensure that families across Wales can access affordable, quality childcare providing innovative solutions to create flexible childcare and play opportunities to meet the needs of parents and their families” Roedd sefydlu’r bartneriaeth yn garreg filltir yn hanes datblygiad sefydliadau blynyddoedd cynnar, gofal plant a chwarae Cymru ac yn gyfrwng pwysig i gyflawni rhychwant eang o dargedau gwahanol (fel a amlinellir yn atodiad 1 sef adroddiad blynyddol ‘Cwlwm’ o 2014/15). Y 5 sefydliad sy’n rhan o bartneriaeth ‘Cwlwm’ yw: Establishing the partnership was an important milestone in the developmental history of Wales’s foremost childcare, early years education and play organisations and became an important medium to enable and realise a wide range of targets (see appendix 1, an annual report for ‘Cwlwm’ from 2014/15). The 5 organisations which constitute the partnership are: -Clybiau Plant Cymru Kids’ Club -Mudiad Meithrin (Prif Bartner / Lead Organisation) -National Day Nurseries Association (NDNA Cymru) -Pacey Cymru -Wales Pre-School Providers Association (Wales PPA) Gyda’r bartneriaeth wedi pasio’r 18 mis a therfyn tymor y bartneriaeth ar y gorwel (gyda diwedd y cyfnod tendro wedi 3 mlynedd), mae’n ofynnol gwerthuso llwyddiant y bartneriaeth. With the partnership having passed the 18 month mark and the finishing line of the partnership tender award in sight (after three years), it’s time to evaluate the success of the partnership.

Total quantity or scope of tender

Dylid cyflwyno amlinelliad o gostau (yn cynnwys TAW a threuliau perthnasol) o fewn cyllideb o £10,000.

A summary of costs (including VAT and relevant expenses) within a budget of £10,000 should be provided.

Dylai’r cais fod yn gyfyngedig i 3200 o eiriau.

The application should be no more than 3200 words.

Dylai’r gwerthusiad fod ar ffurf ddigidol gyda 10 copi caled.

The evaluation should be in digital format with 10 hard copies.

Dylid gallu cynnal y gwerthusiad trwy gyfrwng y Gymraeg a’r Saesneg. Dylai’r gwerthusiad terfynol fod ar gael yn Gymraeg a Saesneg.

The evaluation should be undertaken in both Welsh and English. The final evaluation should be available in Welsh and English.

3 Conditions for Participation

Dylai cwmnïau gyflwyno portffolio trwy e-bost i gefnogi eu cais i baratoi tendr gan amlinellu eu profiad a’u haddasrwydd yn y maes polisi dan sylw. Dylai’r cais gynnwys:

- Manylion y cwmni

- Profiad blaenorol

- Dealltwriaeth o’r Blynyddoedd Cynnar, gofal plant a chwarae yng Nghymru

- Methodoleg a dull gwerthuso arfaethedig yn cynnwys materion a chwestiynau craidd

- Cynulleidfa debygol

- Costau

- Ffurf y gwerthusiad terfynol

- Astudiaeth achos o brofiad blaenorol

Fe ddylai’r cwmni fod yn barod i fynychu cyfweliad ar gyfer penderfynu ar y dyfarniad llwyddiannus heb godi ffi am hynny.

Companies should present a portfolio by e-mail to support their application outlining their experience and suitability in the relevant policy field. The application should

include:

- Company details

- Previous experience

- Understanding of the Early Years, childcare and play in Wales

- Proposed methodology and evaluation including key issues and questions

- Likely audience

- Costs

- Format of final evaluation

- Case study of relevant experience

The company should be ready to attend an interview in order to assist the decision making process at their own cost.

Bydd y cwmni llwyddiannus yn derbyn ar eu cais gopïau o holl dargedau mewnol ‘Cwlwm’, pob adroddiad monitro chwarterol, y gwerthusiadau mewnol ac allanol a darperir manylion cyswllt pob un o’r 5 sefydliad ynghyd a swyddogion perthnasol Lywodraeth Cymru. Bydd Siwan Thomas (Rheolwr Prosiect) wrth law i ddarparu

unrhyw fanylion cyswllt a bydd Dr Gwenllian Lansdown Davies wrth law i egluro unrhyw dargedau, ddiffiniadau neu fanion eraill.

The successful company will receive on request copies of all ‘Cwlwm’ targets, all quarterly monitoring reports, all internal and external evaluations along with contact details for each of the 5 organisations and relevant officers within Welsh
