Justification for selected award procedure:

The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons

Explanation:

C17, Command Support and Airborne Equipment Project Team (C17CSAE PT), part of the UK Ministry of Defence (MoD), proposes to place a Category D contract with Jeppesen UK Limited for the provision of a C17 Worldwide Navigational Database, for a duration of 2 years (with Options to extend for a further two years in one year increments).It is considered that this contract can be placed without prior publication of a contract notice pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011) for technical reasons. This is because the supplier is the only commercial Aeronautical Information supplier with requisite knowledge of C-17 technical systems, has agreements in place with the Original Equipment Manufacturer (OEM) permitting access to OEM proprietary information and has demonstrated the operational usage of their product in support of other national users of the C-17. The interim nature of this contract and current and anticipated growth of the navigational capability shortfalls encountered within the present navigational database do not allow further project risk associated with R&D timelines. This is due to the rapid global deployment of Performance Based Navigation as a technology and the decommissioning of ground navigation beacons.
