The Outer Harbour of the Barrage provides a safe haven for boats entering the Inland Bay and it was designed to allow access and egress for boats at all states of the tide. Siltation of the harbour is a continuing maintenance liability that was anticipated when the barrage was constructed. The Harbour Authority has a duty under the Cardiff Bay Barrage Act to maintain the Outer Harbour and Approach Channel as a navigational route to the Inland Bay and also has to comply with the requirements of the dredging licence. Dredging is therefore required twice yearly at times agreed with Natural Recourses Wales.
