This is a Voluntary Ex Ante Transparency (VEAT) Notice. It is issued to notify of the intention of Suffolk County Council to direct award a contract to Leading Lives Limited for the provision of Short Term Enablement and TPO Services for a period of 21 months commencing 2.7.2018 with a end date of 31.3.2020.

II.2.4) Description of the procurement
The provision of Short-term Enablement and Trusted Provider Organisation service for adults with learning disabilities and/or autism will provide skills assessments, support people with planned skill development, and deliver support to people to resolve short-term issues and challenges. The provider will undertake Care Act reviews on behalf of Adult Community Services. Working in partnership with the County Council over the life of the contract both parties will work to develop the service model, including working with other commissioned service providers. The aim of this collaborative and developmental approach is to design the future service requirement for short-term support not only for people with learning disabilities and/or autism, but to include people with mental health problems and other needs.

The Short Term Enablement and TPO Services contract has been out to tender on 2 occasions prior to this notice. The tenders received no valid bids and as a consequence we have decided to direct award a new contract to the current provider for 21 months. Within that period the business will be retendered as part of a wider procurement exercise.
