Cumbria Community Learning and Skills (CLS) Service is an integral part of the Cumbria County Council’s Resources and Transformation Directorate and is responsible for the delivery of the Adult Education programme in Cumbria.
Community Learning and Skills are inviting submissions by training providers to deliver subcontracted provision to looking to develop a range of partnerships with subcontracted providers to help us increase our provision in specific curriculum and geographic areas not covered by our own community learning centres. This provision will consist of accredited skills qualifications and community learning courses.

The service provision consists of a wide range of community learning and skills programmes funded through our Education and Skills Funding Agency (ESFA) to a value of 2 350 000 GBP. The mix of provision includes:
— vocational qualifications,
— English and Maths (at all levels from entry level through to GCSE),
— LLDD provision,
— employability,
— family learning,
— digital (ICT),
— civic engagement,
— health and well-being, and
— culture.
Providers accepted on the Framework will complete a detailed schedule outlining their experience of delivering Community Learning and Skills and a plan for provision for the 2018/19 academic year.

III.1.4) Objective rules and criteria for participation
Please answer all the questions in the ITT Questionnaire and ensure all relevant attachments are included. Your ITT bid will be scored based on the matrix as advertised. If any Pass / Fail question is scored Fail then the bid will be excluded. The maximum score in this process will be 150. Completion of this document is mandatory. Non-submission will result in non-compliance and your bid will be rejected.

III.2.2) Contract performance conditions
OfSTEd have recently communicated that they will be increasing their focus on subcontracted provision by undertaking a sample of risk-based monitoring visits to directly funded providers to look specifically at the management and quality of subcontracted provision for specific subcontractors.
These monitoring visits will cover similar ground to inspections with respect to quality and management of subcontracted provision but will focus solely on provision delivered by the specific subcontractor(s).
In order to maintain high quality standards approved subcontractors will be closely performance managed by Cumbria County Council to ensure that the Service continues to improve and maintains a self-assessment under the Common Inspection Framework of Good or Outstanding.

The procurement involves the establishment of a framework agreement
Justification for any framework agreement duration exceeding 4 years: This is a Dynamic Procurement System Framework, this process may be opened again in the future to ensure Cumbria County Council maintain a pool of relevant providers to respond to LEP, ESFA and Council policy.

The process of award of subcontracts will be carried out using a framework model. This will be a 2 stage process:
— Invitation to Tender (ITT): this will be completed by all Providers wishing to tender. The ITT process may be opened again in the future,
— First Mini-Competition: providers accepted on the Framework will be asked to complete a detailed schedule outlining their experience of delivering Community Learning and Skills and a plan for provision for the 2018/19 academic year.
