The services required involve various aspects of maintenance and emergency response support, by way of sub-contract(s), to Phoenix Energy Services Ltd in relation to downstream maintenance activity associated with a natural gas network in, and around, customer meter points. It is envisaged that there will be 2 categories of subcontractor(s) appointed:
— Category A: Principle Subcontractor — responsible for full service provision and emergency support service and
— Category B: Miscellaneous Minor Works Subcontractor — responsible for a lesser scope of service provision.
Category B may be required to progress to Category A capability within a specified time period but only with regards to emergency service provision.

Parties interested in applying for this opportunity should, first of all, express their interest on https://e-sourcingni.bravosolution.co.uk
NB. whilst any award and subsequent Agreement will be with Phoenix Energy Services the Buyer Organisation referred to on the e-sourcing website will be Phoenix Natural Gas — both companies are part of the same Group. Once their interest is registered they will then receive tender documentation — Pre-Qualification Questionnaire (PQQ) and Invitation to Tender (ITT) document — for their perusal. Should a Party wish to participate further in the tender process, they should complete and return the PQQ clearly identifying which Lot that they are interested in tendering for (Category A — Principle Subcontractor — responsible for full service provision and emergency support service or Category B — Miscellaneous Minor Works Subcontractor). Completed PQQ require to be submitted by the date specified in the document.
The questionnaire shall require to be completed by the applicant and will be structured in such a way so as to facilitate the establishment of the suitability and capability of each applicant organization with regards to a specific Lot or Category.
Upon receipt, each response shall be quantifiably scored by the Contracting Authority. Those applicants which record the highest scores in each Category will be invited to proceed to the tender/ bidding stage. The 2 categories shall eventually consist of a low number (one or more) principle subcontractor(s) (Category A — must have minimum operative resource of 10 personnel), the other being several subcontractors involved in miscellaneous minor works (Category B — no minimum resource level). It would be envisaged that approximately 80 % of service requirements will be allocated to the Category A Subcontractor(s), the remaining percentage of services being divided up amongst the Category B Subcontractors.
Parties expressing an interest must state which Category of subcontractor that they wish to apply for. Parties may only select one Category. No more than the top 6 scoring applicants in each Category will be invited to proceed to the second stage of the process. This tender/ bidding stage may be followed by presentations and/or negotiations from which the most economically advantageous offer(s) will be established.
The proposed agreement(s) will be for an initial 4 year term albeit an extension facility may increase this period up to a maximum of 8 years.
