Title
Evaluation of the Physical Literacy Programme for Schools (PLPS)

Description of the goods or services required
Sport Wales is looking to evaluate the PLPS programme.
The evaluation needs to capture:
* How the impact of physical literacy interventions has improved standards for young people in any of the following: literacy, numeracy, ‘closing the gap’, attendance, behaviour, or attainment
* The effectiveness of the PLPS programme and the physical literacy framework.
The first part of this work will need to review the evidence that has already been collated from the work of the PESS (Physical Education and School Sport) programme to date.
The second part of this work will need to capture the impact of the PLPS programme.

Total quantity or scope of tender
The successful contractor will be expected to attend a project initiation meeting soon after the award of contract and at various points over the length of the contract period.
Outputs from Part One:
* By the end of January 2015 a report will need to be available to share with Welsh Government and the curriculum review team.
* By the end of January 2015, complementing the report, a suite of 12 case studies that capture the impact of the physical literacy interventions (both PESS and early learning from PLPS). It is important that the information is brought to life an innovative and creative way. We are open to ideas of how best to present this information. We would like to see proposals, and if possible, examples of where this has worked well.
Outputs from Part Two:
* By the end of September 2015, an interim report that captures the learning so far.
* By the end of March 2016, a final report that captures the three elements outlined above.
* By the end of March 2016, a suite of 12 case studies that also capture the three elements outlined above. As with the case studies from Part One, it is important that this information is brought to life an innovative and creative way.

3 Conditions for Participation

Minimum standards and qualification required
In the first instance, submissions will be judged on whether they meet the minimum requirements set down in the Invitation to Tender Document. If a submission meets these requirements, they will be assessed further against the following criteria (in order of importance):
* Quality and suitability of the proposal and compliance with the requirements: how well the proposal meets the requirements set out in this Invitation to Tender [35]
* Professional and technical competence: researchers’ skills and thorough understanding of the area, experience, and CVs [25]
* Experience of undertaking similar studies, demonstrated to have been completed to a high standard [20]
* Quality of ideas/creativity [10]
* Value for money/adherence to budget constraints [10]
