Provision of Library Catalogue Software

Description of the goods or services required

The Contract will be to supply Caerphilly Library Service with MARC21, AACR2, RDA and the BIC Standard compliant, downloadable catalogue records. The downloading of catalogue records into the Library Management System enables Caerphilly Library Service to meet the service expectations of its customers, by allowing remote access viewing of consistent, rich data catalogue records compliant with MARC21, AACR2, RDA, BIC Subject Standard and Library of Congress Subject guidelines.

Downloading catalogue records allows the Acquisitions team at Caerphilly Library Services to access a trusted database from which items are added more quickly to the database ensuring a faster turnover of stock supply to library branches and the end user.

The acquisition of stock in a downloadable form remains a principle factor to retain Welsh Public Library Standards and for the completion of CIPFA returns.

Tenderers will be required to register with Caerphilly County Borough Councils e-tendering system Proactis Plaza utilising the link below.

Total quantity or scope of tender

This contract will be for two years with an option to extend for a further period of up to 12 months.

The procurement process for this arrangement will follow a one-stage procedure.

All tenders will be evaluated using the Most Economical Advantageous Tender (MEAT) criterion, structured as;

Price 60%

Note 1: All price submissions will be scored with lowest price achieving highest score.

Quality 40%

The quality aspect will be divided into categories consisting of:

•Specification Response 30%

•Demonstration 10%

The specification response will be evaluated on pass/fail and scored questions.

Tenderers will be required to pass all pass/fail questions in order to proceed any further within the tender process.
