Abstract

ECMWF as the Entrusted Entity for the Copernicus Climate Change Service (C3S) invites tenders for production of seasonal forecasts, to contribute to the operational phase of its seasonal forecast service. The service will be a continuation of the current activity started by C3S in 2016, which has at its core a multi-system seasonal forecast infrastructure. It is intended that contracts will be negotiated with several providers of seasonal forecast data, to cover a period of 39 months starting around 1.4.2018. The focus will be on production and delivery of forecast data to an operational schedule. As in the current, pre-operational phase of the service, C3S will take ownership of the data products delivered by these contracts, create further data and graphical products, including multi-system combinations, and make them available to the public without charge. Tenderers are encouraged to submit proposals that demonstrate their ability to deliver high-quality operational services with a strong foundation in science, research and development.

ECMWF will only enter into a contract with a single legal person/entity. Due to the need to include performance and compliance obligations in the contract, ECMWF will contract only with a single legal person or entity which is competent to undertake and commit to these obligations.

ECMWF recognises that some bids will involve a number of organisations which may wish to work together to deliver the contract requirements. In such cases, these organisations must identify a lead contractor who will sign the contract with ECMWF and who will be responsible for putting in place legal arrangements to ensure that it can guarantee that all other organisations will also meet the contract obligations.

ECMWF will not enter into multiple contracts with individual members of consortia or groups of service providers.

In submitting this notice ECMWF does not waive the privileges and immunities granted to it by virtue of its status as an Intergovernmental Organisation or submit itself to any jurisdiction.
