Abstract

The Council has embarked on a new service delivery model for its library, one stop shops and community learning services. This has resulted in the consolidation of the three services into a shared space and the creation of a single delivery team. To date four hubs have been created utilising former library buildings in Chepstow, Caldicot, Monmouth and Usk. We have one hub left to create in the market town of Abergavenny. The library currently operates from a small building on the periphery of the town centre, the one stop shop from ground floor accommodation in the Town Hall and community learning in a shared building in a residential area. It is our ambition to create a new hub within the Town Hall building. This presents significant challenges as it is Grade II listed building occupying a prominent positon and occupied by a number of competing and occasionally conflicting users which include a market, theatre and Town Council. Initial design work has been undertaken and has been well received, the principles of which involve the creation of a mezzanine at first floor level and a large open plan shared space to accommodate a new hub. The proposal also included the provision of a new lift and the re-alignment of users to improve operational efficiency. County Council considered an initial business case in September 2016 and agreed to move forward into the next stage of the design. We are now seeking to secure a team to finalise the designs, prepare a specification and tender document for the appointment of a construction partner.
