Abstract

The Secretary of State for Defence (the Authority) intends to enter into a contract with Sierra Nevada Corporation (SNC) to provide a full capability airborne assessment and report on the tender responses for the High-Definition Electro Optical Infra-Red turrets procurement competition. Duration of contract: 5 months. Estimated contract value: 900 000 USD ex VAT.

It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contracts Regulations 2011) for technical reasons as SNC: have access to fixed and rotary wing aircraft that can be specifically configured; deliver multiple simultaneous turret testing; hold necessary air clearances; have a suitable location and the required expertise. Therefore, the proposed contractor is the only contractor able to deliver the requirement within the required timeframe.
