Abstract

Blaenau Gwent County Borough Council wishes to engage the services of a suitably qualified and experienced specialist consultant to undertake a feasibility study to determine the viability of introducing a Business Improvement District (BID) scheme for the Rassau Industrial Estate, Ebbw Vale & Tafarnaubach Industrial Estate, Tredegar. The role of the consultant will be to assess the viability of such a scheme on both industrial estates involving the following phases: • Phase 1 Feasibility (7 months from contract award) • Phase 2 Engagement and consultation with the local business community. • Phase 3 Post ballot and assess results, providing an overall recommendation on the viability of the scheme to Blaenau Gwent County Borough Council. The Business Improvement District (BID) feasibility study will be an economic development focused document, setting out a collaborative approach to delivering sustainable solutions to: ensure both industrial estates thrive and meet the needs of the business community; support enterprise: attract investment; and assists in the creation of sustainable business communities on both of the aforementioned industrial estates. The Strategy study will identify the level of demand for such a scheme, whilst harnessing ideas and energy from the business community. This will involve consulting with the business community to gain an understanding of the appetite for taking the scheme forward and a commitment to the establishment of the company allowing the BID to move forward. The Local Authority interest will diminish to one of an advisor role once, and if the scheme is established; therefore it is important that the feasibility study identifies key stakeholders willing to participate and fulfil the role of Board members. The Study will set out how stakeholders, including Council teams, local businesses on the identified estates and other key partners, could deliver regeneration activity and monitor/track performance improvements over the 5 years following implementation.
