II.1.4) Short description
United Utilities Water Ltd (UU) is planning to deliver a scheme titled Haweswater Aqueduct Resilience Programme (HARP) to provide long-term water supply resilience to Manchester and the Pennines. The project will utilise a Competitively Appointed Provided (CAP), which is currently being procured using Ofwat’s new Direct Procurement for Customers (DPC) approach.
UU are looking to procure an Independent Technical Adviser (ITA) to provide assurance as part of the DPC approach. The ITA will act as an independent party to UU, the CAP, and Ofwat, and will therefore owe duties to all three parties.

II.2.4) Description of the procurement
UU’s current understanding of the ITAs role is that it will include (but not be limited to):
— reviewing monthly reports from the CAP including its accrued allowed capital expenditure and the quoted cost of compensation events under the project agreement;
— evaluating the CAPs entitlement to the amounts it claims as allowable capital expenditure, validating the CAPs programme and monitoring delays;
— assessing compensation events and quoted expenditure;
— providing updates/progress reports to representatives from all parties;
— attending meetings with representatives from all parties;
— acting as an arbiter for any amendments to the allowed changes to CAP payments under the CAP agreement; and
— acting as a mediator between the parties.
