II.1.4) Short description
North of England Commissioning Support (NECS) is working for and on behalf of NHS Newcastle Gateshead Clinical Commissioning Group who wish to commission an Integrated Community MSK service for Newcastle and Gateshead and are inviting expressions of interest in this tender opportunity.
The overarching outcome of the service is to emphasise self-management and education to minimise the proportion of patients requiring intervention or onward referral. The service will integrate to reduce handoffs and improve patient outcomes. The service will provide a robust triage service and where intervention is required this will be delivered rapidly.

II.2.4) Description of the procurement
The service will have the following objectives:
1) Work with GPs to increase their knowledge and confidence of diagnosis and management of MSK conditions and in the early intervention of pain management techniques
2) Enable patients to take ownership and to adopt strategies of living, which allow them to lead as fulfilling and independent lives as possible with less reliance on the health care system.
3) Provide robust triage through a single point of access
4) Provide clinical assessment, treatment and clinical leadership within a comprehensive community service.
5) Provide bio-psychosocial assessment to patients referred with chronic pain (i.e. of at least 3 months duration).
6) Enhance the management of patients within the community, and actively manage the demand for secondary care services ensuring patients have prompt access to appropriate treatment and are supported to self-manage where appropriate
7) To arrange, where necessary, relevant investigations
8) To identify patients who are appropriate for surgical intervention and make onwards referral
9) To work closely with specialists, in the relevant sub-specialities to ensure effective care for patients and develop agreed models of care for common musculoskeletal conditions and pain management.
10) Use shared decision making to deliver support and programmes to patients enabling them to understand and come to terms with their pain.
11) Encourage connectivity across MSK and pain pathways, developing collaborative and cross-boundary working with other parties.

The Contracting Authorities will act in accordance with Part 3, Chapter 5, Regulation 85 to 87 and Regulation 95 of the Public Contract Regulations 2015 (SI 2015 No:102) (PCR 2015). Part 3 of the PCR 2015 provides for appeals to be made to the High Court subject to the time limitations and other required procedural steps.
