DFID Malawi sought to appoint an appropriately qualified supplier to manage and deliver the VAWG Programme.
The objective of this programme is to reduce violence against women and girls and to improve the justice system for women and girls living with violence. It has 3 outcomes:
— formal and informal justice services are accessible, responsive and accountable to women and children’s needs,
— people in target areas are less tolerant of violence and are more supportive of survivors,
— individuals and local institutions use non-violent means to settle disputes and avoid harmful practices.

II.2.4) Description of the procurement
The programme will be delivered in 2 phases. In the first phase (years 1-3), the Supplier will develop, test and adapt, the comprehensive local level package(s) of GBV prevention and response interventions in different community contexts. The package of interventions would help to shift social norms and help to ensure improved justice outcomes for women and child survivors of GBV/VAC. The approaches/models in these prevention and response packages will vary across impact areas as they will depend on what is already happening in the impact areas. These will be rigorously evaluated and the most successful package of interventions will be scaled up in the second phase (years 4-6). National level interventions will seek to improve justice outcomes of VAWG survivors.
