Abstract

The awarded contract is for the provision of Public Health Microbiology Service for North East. It covers the following elements:

— timely testing of samples for a wide range of pathogens (including some not tested for by NHS microbiology laboratories), providing results/interpretation to the sender and providing treatment advice to clinicians if required,

— processing specialist referred samples for NHS laboratories,

— developing/rolling out new tests or methodologies to support PHE locally/nationally,

— maintaining existing active links to PHE and other Reference Laboratories,

— testing service for the investigation of outbreaks of infections or sporadic infections caused by pathogens specific concern,

— professional expert microbiological and virological advice and support in relation to medical and scientific issues pertaining to Public Health Microbiology and PHE.

The contract is for 3 years with possible extensions up to 2 years.

Description of options:

The subject of the tender falls under “health services”, Common Procurement Vocabulary (CPV) code 85100000, therefore, the use of the light touch regime was permitted, as set out in Schedule 3 of the Public Contracts Regulations 2015.

Due to clear requirement, the tender structure reflected the characteristics of an open procedure with a variation allowing a tender to submit a variant bid. The variant bid allowed for submission of proposal(s) covering both lots. Any variant bid would only be considered once the Authority would be satisfied that the Tenderer has submitted a compliant Reference Bids for Lot 1: Public Health Microbiology Services for North East (ITT 3064) and Lot 2: Public Health Microbiology Services for Yorkshire and The Humber (ITT 3065).
