DVLA requires Juniper qualified architects to provide technical assurance/governance for the Network simplification project. It is estimated resource for this element will be 50 days.
The DVLA Network infrastructure has some stability issues that need analysis and investigation to determine root cause. These stability issues have caused a number of live service issues and as a consequence have slowed down the delivery of new changes.

Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation
At this stage of the delivery it would be not be possible to swap to an alternative supplier as it would have significant impact on the completion of the work (impact to both time and cost). Hardware Group also hold the current support contract. Adding an alternative professional Services partner to support the completion of work would add an additional layer of complexity should they make recommendations that are in not in line with current support agreements.
ITS are keen to engage with the marketplace to review alternative vendors to diversify supplier options going forwards. It is anticipated this could take a few months. As such this is an interim contract until we have undertaken this exercise.
