Abstract

Delivery of a lead employer services for general practice specialty trainees service — Health Education England working across Thames Valley.

The objective of the procurement was to appoint a Lead Employer to provide comprehensive employment and human resource services to all Thames Valley GP specialty trainees. This includes transactional activities (pre-employment, payroll, record maintenance and reporting) and general advice, guidance and HR management.

The Commissioner is offering a two year contract with the option to extend by up to a further two years. The anticipated number of training posts for 2018/19 is 400. The Authority will pay the Lead Employer a management fee of 400 GBP per annum for each GPST registered as employed by the Lead Employer. The maximum value of the five year contract as originally tendered was 1 200 000 GBP (inclusive of VAT).

Justification for selected award procedure:

Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive

Explanation:

Justification: Following the original tender exercise in 2018. The contract was awarded to the highest scoring tenderer. Following unforeseen issues, the contract is now mutually being terminated early. Therefore the Authority has elected to award the contract to the reserve bidder; St Helen’s and Knowsley Teaching Hospitals NHS Trust. The contract duration is the same as awarded under the initial tender process.
