The 2 regional models are to be based on South West & Mid, and North Wales.
II.2.4) Description of the procurement
The purpose of this PIN is to inform suppliers and developers of transport modelling tools/services that TfW intends to procure a suite of multi-modal transport models covering South West & Mid and North Wales. Model development for South East Wales has already been completed.
TfW intends for its suite of modelling tools to cover the whole of Wales and adjacent areas in England which have a material impact on transport in Wales. Consistency of approach and model output across Wales will be an important consideration.
The anticipated general uses for the full suite of modelling tools are:
- Assessing the cumulative impacts of housing and employment development scenarios on the transport network, supporting plan-making at a variety of scales
- Providing a quantified evidence base for WelTAG Stage 1, 2 and 3 studies/business cases
- Supporting specific transport scheme appraisals
- Supporting scheme development and statutory planning processes
- Supporting operational decision-making by Transport for Wales
The full suite of modelling tools is likely to need to be capable of modelling the following types of transport scheme:
- South Wales Metro, Swansea Metro and North Wales Metro including options for LRT, BRT, Tram-train operation, new stations/stops, and park and ride/transport hubs
- Rail improvements, including new stations, lines and services
- Bus improvements, including bus priority, quality improvements, integrated ticketing and changes to fares
- Highway infrastructure changes, including new highway construction, major junction alterations, and road closures
- Changes in parking space availability and charging strategies
- Area-wide or corridor active travel schemes to encourage walking and cycling
The model(s) would need to be consistent with WebTAG and allow strategies, plans and schemes to be assessed for their effectiveness in delivering/meeting Welsh Government and Transport for Wales objectives and obligations.
TfW intends to work with stakeholders to develop a broad specification and high level outcome requirements for the tool(s) and proposes to engage with the market ahead of any formal procurement activity.
The anticipated contract value of GBP2m is for the full suite of multi-modal transport models covering South West & Mid and North Wales.

II.2.14) Additional information
We anticipate that 2 models will be required (South West & Mid and North Wales) and will be procured as 2 separate procurement events (not as Lots). More formal procurement activity will commence in January/February 2019. TfW reserves the right not to proceed with a procurement event at any time or not to invite proposals on an alternative basis.
