Abstract

Warrington Borough Council is looking for providers who are able to offer flexible support services to individuals with learning disabilities across Warrington to join a framework. The service will promote independence, enablement and inclusion with service users who have moderate, severe and profound learning disabilities.

Service Users may be living in individual or shared supported tenancies or with parents or family carers.

The aim of the framework will be to provide high quality, effective and safe services that support people to lead their own lives in the community. There should be a strong emphasis on person centred approaches that deliver meaningful outcomes for individuals in line with the personalisation agenda.

Warrington Borough Council expects the providers to work alongside the Council over the framework period to deliver and promote independence, deliver efficiencies and improve quality of services within Warrington. The Provider should demonstrate the ability to engage effectively with families, carers and a range of professionals.

Some Service Users will require personal care, but the main emphasis of the service will be to promote independence, enablement and inclusion.

The service will be provided within the Borough of Warrington.

The framework will be for a period of 4 years. It is anticipated that there will be a maximum of 6 providers on the framework.

All Service Users will have a learning disability but some may have additional conditions such as autism/aspergers, mental health conditions, physical disabilities, dementia and profound and multiple learning disabilities.

Currently there are approximately 180 Service Users in receipt of approximately 7 800 hours of support per week. Most of whom live in shared tenancies that are sourced via a Registered Social Landlord.

Forecasting and needs analysis shows that there will be a significant number of young people leaving care in the next few years requiring substantial care packages in the future.

A decision has been taken to enter into a competitive procedure with negotiation, to allow the market to assist in determining the vehicle for service delivery and any new technology that will assist us in delivering this service.

The Council is interested in receiving proposals which include some form of collaboration/joint working. For example through the use of shared services, assistive technology as this would then reduce direct costs, whilst maintaining quality.
