Abstract

Staffordshire's Police and Crime Commissioner is procuring a Gateway to support all victims of crime across Staffordshire (individuals and businesses), paying particular attention to vulnerable victims (such as those affected by serious crime, those persistently targeted or intimidated victims, those under 18 years, those with a mental or physical disability, those having a significant impairment of intelligence or social functioning).

The service will be available to those choosing to report the crime to the police and to those choosing not to report the crime to the police.

The Gateway will provide a single point of contact for all victims, assess victim's needs and provide tailored guidance and support to help victims to cope and recover from the harm caused by criminal behaviour. The method of support and contact will be prompt and flexible, according to the preference of the victim. As part of the support offer, where necessary, the Gateway will also provide information on, facilitate access to and monitor delivery of restorative justice services as well as assisting with victim impact statements.

Where the Gateway is unable to meet all the needs of the victim directly, it will facilitate a smooth transition of the victim to the relevant specialist support service so that they receive all necessary support in a seamless manner.

The successful service provider will place victims at the heart of the assessment and support provided, demonstrate a comprehensive knowledge of the needs of victims of crime and local specialist services, display relevant experience and be willing to work with relevant partners and specialist services as an integral part of a support system for victims (limiting the number of case referrals). The service provider will also operate in line with the Victims Code and be able to evidence the outcomes of their service delivery.

Recognising that witnesses are also impacted by crime, the support element of the service will be extended to witnesses and in this instance the Gateway will work in close liaison with the Witness Care Unit/Service and other associated services.

VII.2.1) Description of the modifications

The modification will make changes to cater for the GDPR regulations, and in addition, alter the contract duration from 36 months (with 12 months extension) to a period of 60 months in total.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

The primary reasons for the modification and extension of the term are the uncertainties that surround future service delivery requirements and funding, both of which will become clearer within the next few months. The effect of this will allow the Commissioner to robustly formulate the scope of the future requirement, undertake market testing and consider options for the provision of the next generation of Victims Gateway services. It is not intended to run a procurement exercise for a short term interim solution, which would be impractical and expensive for both the commissioning organisation and for the current and potential future supplier of services.
